On June 2, 2025, City staff issued a Request for Proposals (RFP) on 3.72 acres of City-owned land at 29 Oak Hill Drive, off of New Leicester Highway. The City’s goal is to select a developer to work on a housing construction project that would increase the supply of safe, stable, and affordable housing that will strengthen the surrounding community.
A virtual conference for developers is scheduled for June 9, 2025, at 11:00 AM EDT, and the deadline for submitting questions is June 9, 2025, at 5:00 EDT. RFP proposals are due July 7th at 5:00PM EDT, after which staff will review submissions and select a developer by August 1.
Background
In 2018, the City of Asheville acquired 29 Oak Hill with Affordable Housing Bond dollars. The property is 3.72 acres and is located off New Leicester Highway, approximately 0.6 miles north of the Patton Avenue/New Leicester Highway intersection. The site's zoning is RM-16, which allows for more units and multifamily units.
The site was previously used as a lot for towed cars and a place for dumping large tree stumps and natural materials. The City has completed geotechnical analysis and soil testing on the site. Because of the debris in the soil, it is not financially feasible to build larger, multi-story structures on the site. The property is better suited to single-family homes, duplexes, townhomes, or mobile homes.
Webinar opportunity. A non-mandatory webinar about the RFP process will be held on June 9, 2025 at 11 a.m. EDT. To attend the webinar, please email affordablehousing@ashevillenc.gov by 9 a.m. on June 9, 2025 to receive a link and passcode. A video recording of the webinar will be made available on the City of Asheville YouTube page after its completion.
