University Boulevard Complete Streets Project

The Jacksonville Transportation Authority (JTA) is advancing the University Boulevard Complete Streets Project along University Boulevard between Arlington Road and the Arlington Expressway. This initiative is part of JTA’s Complete Streets Program, which seeks to create roadways that safely accommodate all users—including people walking, bicycling, using transit, and driving. The project will include milling and resurfacing of the corridor and will evaluate potential improvements such as reduced travel lane widths, 6-foot buffered bicycle lanes, mid-block pedestrian crossings, high-emphasis crosswalks, reconfiguration of the Burdette Road/Lake Lucina Drive intersection, and installation of medians where left-turn movements can be maintained. Additional improvements may include enhancements to pedestrian facilities, multimodal connectivity, transit facilities, landscaping, and other corridor features intended to improve safety and mobility while maintaining efficient transportation operations. The final project scope will be refined through stakeholder coordination, public involvement, and design development. Phase 2 of the project will extend from Arlington Road to the existing University Boulevard and Merrill Road roundabout and will be completed by the City of Jacksonville.
