Raleigh Water Public Utility Design Manual Update (TC-6-24)
Raleigh Water Public Utility Design Manual Update (TC-6-24): This text change replaces the entirety of the Public Utility Design Manual dated 2014 and the Appendices dated 2014 with a combined Public Utility Design Manual Design Manual. A text change is necessary because the Manual is incorporated into the Unified Development Ordinance by reference. Read the draft manual.
Background Information:
Raleigh Water staff and the consultant have been working to update the current Raleigh Water Departmental Handbook since 2019. During the update process, staff has shared updates with the Development Services Advisory Committee and had meetings with developers and engineers related to the proposed updates to discuss changes and incorporate suggestions.
Raleigh Water staff from all divisions have been involved in the internal review of the Handbook, and the City Attorney’s office has provided several reviews, providing comments and recommendations for incorporation as well. Raleigh’s City Council authorized the update May 2, 2024.
Key proposed changes to the Manual:
- 2014 Handbook formatting for organization, readability, and for reference in plan review comments, Incorporate regulatory changes that have occurred since 2014.
- Revision of pipe materials and appurtenances based on industry standards and reliability.
- Address structures adjacent to City of Raleigh Sanitary Sewer Easements and additional protections for both, pipes, and the proposed structures.
- Inclusion of recently presented Sewer Only Accounts policy.
Public Meeting Schedule:
This text change is scheduled for a Planning Commission Text Change Committee meeting on August 21, 2024. Comments will be downloaded and summarized for staff, Planning Commissioners, and City Council.
