Overview of This Survey

On June 30th, 2026, the Office of Planning, on behalf of the District, released the draft RFK Campus Master Plan for a public comment period that will last through August 14th, 2026 at 10 pm EST.
 

The following pages include questions to share your feedback on the draft document. Information included in this form is a summary of the master plan’s content. We encourage you to review the draft master plan for full details.


Questions in this form follow the structure of the master plan, and community members can use this comment form to provide feedback on any part of the draft. You are welcome to respond to every section or the areas most important to you. After the public comment period, the District will submit the final RFK Campus Master Plan to Council for adoption along with a summary of any changes made in response to public comments and a record of the comments received.
 

All comments will be reviewed and considered for incorporation in the final document submitted to the council in Fall 2026. We encourage you to set aside 10 - 40 minutes to complete this form and share your ideas on the future RFK Campus.

About the Master Plan

A master plan is a long-term planning tool that guides how a large site will grow and change over time. In the District, master plans are used to transform underused or single-use areas into mixed-use places with housing, jobs, open space, and community amenities. They establish a shared vision and provide guidance to ensure new development fits within surrounding neighborhoods, improves connectivity, and reflects community priorities.

This Master Plan:

  • Establishes the District’s vision for the site, developed in coordination with community stakeholders and agency partners
  • Defines land uses, an overall development program, and key amenities needed to support current and future residents
  • Coordinates planning and site design with the stadium and related development projects
  • Integrates new development with surrounding neighborhoods and improved access to the waterfront
  • Provides guidance for urban design, parks, open space, and the street network
