Green Building Incentive Policy (GBIP) Rationale
Virginia operates under the Dillon Rule, a legal principle that significantly limits the authority of local governments. This rule, adopted by the Virginia Supreme Court in 1896, means that local governments can only exercise powers that the state legislature explicitly grants them (Source 1).
Voluntary policies, incentivized by initiatives such as the County’s Green Building Incentive Policy, are an important way for Arlington to achieve its community sustainability goals.
