Purpose
A Small Area Mobility Plan (SAMP) is designed to provide a localized, community-driven transportation strategy that improves mobility, safety, and accessibility in a specific neighborhood, district, or major corridor. The Central-Northeast Austin Transportation Plan will identify transportation needs, gaps, and opportunities within the community and develop actionable solutions that align with citywide transportation goals, such as those outlined in the Austin Strategic Mobility Plan (ASMP).
The Central-Northeast Austin Transportation Plan will serve as a roadmap for implementing local transportation improvements in the near- and long-term, contingent on funding availability. Projects and needs identified in this and other SAMPs will be folded into the Transportation and Public Works (TPW) Capital Improvement Plan (CIP). The CIP will identify and prioritize projects and needs across the city, thereby queuing prioritized projects citywide for implementation as funding is identified (such as grants and/or voter-approved bonds).
Goals of Central-Northeast Austin Transportation Plan
- Improve Multimodal Transportation Options and Access to Community Destinations
- Expand safe and accessible walking, biking, and transit opportunities.
- Enhance connectivity to key destinations (schools, parks, transit stops, commercial areas).
- Increase Safety & Reduce Traffic Conflicts
- Identify high-risk areas and propose safety enhancements for all users.
- Address concerns related to speeding, intersections, and pedestrian crossings
- Empower community members to co-create solutions, ensuring projects reflect the lived experience of local residents
- Prioritize mobility improvements in areas with historically underserved populations.
- Incorporate feedback from seniors, youth, people with disabilities, transit users, and lower-income residents.
- Translate citywide transportation goals and policies (from the Austin Strategic Mobility Plan, Climate Equity Plan, and Imagine Austin) into actionable, localized plans.
- Reduce reliance on single-occupancy vehicles to lower emissions.
- Integrate green infrastructure and climate-resilient transportation solutions.
- Guide Long-Term Transportation Planning & Implementation
- Develop a clear, data-informed roadmap for near- and long-term mobility improvements.
- Align with citywide policies to improve coordination with future projects and funding opportunities.
Planning Boundary
The planning boundary covers the neighborhoods of Windsor Park, University Hills, Pecan Springs-Springdale Hills, bounded by US 290 on the north, US 183/Bergstrom Expressway on the east, 51st Street on the south, and I-35 of the west. The plan will identify improvements within and across the planning boundary.
