SBEDA Ordinance Information Session Registration

Effective, July 1, 2025 the Significant Business Presence provision will be eliminated and only firms headquartered in the San Antonio Metropolitan Statistical Area (SAMSA) will be eligible for benefits under program. Our records show your business currently qualifies under this provision and therefore you will no longer be eligible as of July 1, 2025.  

 

If you currently have a contact with the City, there will be no impact on those contracts.  

 

Additional upcoming changes to the SBEDA Program include:  

 

Addition of Personal Net Worth Criteria 

  • Tailors SBEDA program benefits to economically disadvantaged business owners by aligning with the USDOT Disadvantaged Business Enterprise (DBE) program limit of $2.047M 

 

Elimination of M/WBE Prime Contract Points 

  • Maintains Small Business Enterprise (SBE) prime points but eliminates Minority-/Woman-owned Business Enterprise(M/WBE) prime points.  

 

Revised SBEDA Solicitation Tools  

  • Adds Emerging Small Business Enterprises (ESBE) to all SBEDA contracting goal tools to support the growth of microbusinesses. 

 

Removal of S/M/WBE Self-Performance Limits 

  • Allows eligible prime contractor to count self-performance towards contracting goals up to the full value of the contract.
