Cibolo Tomorrow Comprehensive Plan
Cibolo is planning for its future with a Comprehensive Plan Update! The Comprehensive Plan is the City's tool for establishing and realizing a vision for the future build-out of the community.
We will collect feedback as we craft the Plan together through in-person community events, this interactive project website, a Master Plan Advisory Committee (MPAC), and several other sources and opportunities, so stay tuned!
The Comprehensive Plan will have an approximately 20 year outlook (to the year 2050) and will include short-term, mid-term, and long-term goals, strategies, and actions.

The Draft 2024 Cibolo Tomorrow Comprehensive Plan is available for your review!
The City of Cibolo invites you to review and comment on the Draft 2024 Cibolo Tomorrow Comprehensive Plan prior to commencement of the public hearings and adoption process. The Draft Plan is tentatively scheduled for a public hearing to the Planning and Zoning Commission for recommendation on July 10, 2024, and to City Council for adoption on August 13, 2024.
After 15 months of extensive community engagement, the Draft Plan is now available for review below.

A comprehensive plan expresses a community's values and preferences, reflects the community's desired future. It is the foundation for development decisions, laws, regulations, and policies. This Comprehensive plan will set forth a vision and goals for a city's future, and provide the overall foundation for all land use regulation in the city. To ensure that a comprehensive plan articulates these values, is it essential to engage the community.
A Comprehensive Plan is a document created by local governments and residents to determine what the focus and vision of the community should be over a 20 year period. In this case the Comprehensive Plan Update is planning towards the year 2050.
Comprehensive Plans typically address a wide range of issues that are important to residents and business leaders. Cibolo’s current Comprehensive Plan provides an overall vision for Land Use & Character, Transportation, Housing and Neighborhoods, Parks, Recreation and Open Space, Community Facilities and Public Services, Economic Development, and Implementation.
Updating the Comprehensive Plan will allow your community to refresh the overall vision and update priorities and strategies in light of changing conditions, new challenges, and experience implementing the previous plan.
The Update process is expected to take 12 months to complete. Throughout the course of the project, the City will engage the stakeholders and members of the general public through a series of engagement activities. To stay informed and learn about ways to participate:

Make sure to sign up to receive notifications via email or text about the Comprehensive Plan Update process.
Public meetings, stakeholder interviews, topic-focus groups, and online surveys will be scheduled by the City. In addition, the members of the Master Plan Advisory Committee (MPAC) will conduct door-to-door outreach, pop-up events, and drop-in meetings to provide other opportunities for the public to contribute information, opinions, photographs, data, etc.
The previous Comprehensive Plan provides a vision up to only a few years from now. As our community continues to grow, we want to establish our vision for the town over the next 15 to 20 years.
The Update is anticipated to focus more deeply into several issue areas, including transportation and traffic, open space conservation, the character of residential neighborhoods, economic development, and environmental sustainability.
