026 Sustainable Communities Strategy Scenarios

The following scenarios each represent different potential approachs to future development and transportation projects. Read the descriptions below and then select the scenario that you believe is most appropriate for our region's future. 

 

Trend Scenario- "Gradual Change"

This scenario represents a steady, incremental approach that continues the current patterns of growth in the county. Land use would consist mostly of new (greenfield) suburban development with some infill projects in existing neighborhoods. Transportation demand from economic and population growth would be met primarily with highway and road projects. Mobility investments would focus on existing highways, freight movement, and park-and-ride facilities. The supply of housing would be increased mainly by encouraging home construction, without special focus on affordability or location.

Cross Valley Corridor Scenario- "Build on Our Success"

This scenario envisions a more compact, connected region that builds on successful strategies already underway. It emphasizes vibrant, walkable neighborhoods designed to reduce automobile dependency. Land use is characterized by mixed-use development and complete streets, supported by expanded transit and active transportation (bike, pedestrian) networks. Housing is directed to maximize supply within transit-priority areas, encouraging development patterns that support sustainable mobility.

High Tech Resilience Scenario- "Pushing the Envelope"

This scenario focuses on preparing Tulare County for the future by embracing new technology and clean energy. Communities are designed to withstand climate challenges, with sustainable land use and climate-resilient urban design. Mobility options would emphasize on-demand microtransit, shared shuttles, and electric vehicles, including autonomous services. Housing in this scenario emphasizes affordability, helping more residents live in safe, resilient neighborhoods with reduced environmental impacts.
