Estimated Cost of the Public Safety Facility $17 Million

Building a public safety facility at the proposed location will allow fire and police units to be stationed in the southern portion of the city. This permits the fire and police units stationed in the northern portion of the city to remain in their assigned locations, providing the recommended 5-minute response times to both portions of the city, unlike the current conditions that require units to respond from the northern portions of the city to areas along IH-10 and areas south of FM78 in those areas. Currently, the southernmost areas of the City of Cibolo are serviced by the closest Fire Station #1, located at Loop 539, with a response time of approximately 11 minutes. 

The Public Protection Classification (PPC) program is a community fire protection scoring system based on a Fire Suppression Rating Schedule (FSRS) used by the Insurance Services Office, also known as ISO Mitigation. Most home and business insurers use PPC scores as an important factor to determine insurance premiums. Businesses and individuals in a community with a good PPC score typically pay less for fire insurance. The Cibolo community was recently evaluated by the ISO, which found the City had made significant improvements. As a result, the Cibolo community’s ISO rating has been upgraded from 3/3x to 2/2x based on a scale of 1 to 10, with 1 being the best. The construction and opening of this new facility will be an important factor in the Cibolo community’s next ISO evaluation and achieving a 1/1x. Examples of an improved ISO PPC rating: 

  • If a homeowner's premium is $2,000 per year and the ISO rating improves from a 3 to a 2, resulting in an 8% reduction, the 8% reduction applies to the entire premium in Texas. 
  • If the ISO PPC improved from a 3 to a 1, the commercial property owners within five road miles of a fire station and 1,000 feet of a fire hydrant would save a possible 4%. 
  • If the ISO PPC improved from a 3 to a 1, the residential property owners within five road miles of a fire station and 1,000 feet of a fire hydrant would save a possible 9%.
