The proposed Public Safety Facility will improve emergency service and response time and provide fire and police coverage in the southernmost portion of Cibolo, located south of FM78 and along Interstate 10. City Council approved funding in the FY23 budget for the design options for a Public Safety Facility to be located on City property near the intersection of Bolton Road and Stolte Road. Staff presented a needs assessment at the May 9, 2023, City Council meeting, and Councilmembers authorized the RFQ for design services of the Public Safety Facility with the scope of work based upon the options presented. During the August 22, 2023 Council meeting, City Council awarded a contract to Eikon Consulting Group for the design of the new facility.
In November, voters passed a proposition for the issuance of bonds in the amount of $17,065,000 for a Public Safety Facility and the levy of taxes sufficient to pay the principal and interest on the bonds.

The City has completed the design plans for the new Public Safety Facility, developed in partnership with Eikon Architects. This facility will feature a single-story fire station with four bays, accommodating a ladder truck, fire engine, brush truck, and EMS unit. It will also include living quarters for 12 firefighters, a kitchen, a fitness room, administrative offices, and essential support spaces.
Additional features include a police officer report room, EMS exam and supply rooms, an Emergency Operations/Community Training Room, and public restrooms. The facility will be equipped with a backup generator and designed with space for future expansion, including a potential 1,000-square-foot Dispatch Center.
To support this development, the City will install necessary water and wastewater connections along Bolton Rd, with construction anticipated to begin in late Fall 2025. The project is expected to take 18–24 months to complete.
As part of the design process, the City may need to acquire small land segments to properly align the facility’s access points with Stolte Rd and the I-10 frontage road, ensuring safe and efficient entry.
