Envision Hanover Revisited

The Board of Supervisors is considering changes to the General Land Use Plan.

Background

Background

In 2023, Hanover County updated its Comprehensive Plan, a policy document that serves as a long-term guide for growth and development. Since its adoption, the Board of Supervisors has referenced the Comprehensive Plan when considering development proposals and policy changes. One key component of the Comprehensive Plan is the General Land Use Plan, which identifies where different uses (agricultural, residential, commercial, etc.) may be appropriate in the future.

The Board of Supervisors is considering changes to the General Land Use Plan, based upon stakeholder feedback received over the past 2½ years. The map below outlines the ten (10) areas where changes are proposed. An interactive webmap of the proposed General Land Use Plan can be found here. If you’d like to read the currently adopted Comprehensive Plan, please visit www.envisionhanover.com.

On July 22, 2026, the Board of Supervisors voted to authorize the advertisement of public hearings before the Planning Commission and Board of Supervisors for all ten (10) proposed changes. The Planning Commission is scheduled to hold a public hearing on Thursday, September 17, 2026 at 6 p.m. in the County Administration Building Board Room. After the Planning Commission makes a recommendation regarding the proposed changes, a public hearing will be scheduled before the Board of Supervisors. The Board of Supervisors makes the final decision (approval or denial) regarding the proposed changes.
