Purpose and Need

 

The purpose of the proposed project is to improve the safety and operational efficiency of the Wheatley’s Pond Road and Underwoods Corner Road intersection in Clayton, DE. Specifically, the project aims to:
Reduce the frequency and severity of crashes at the intersection;
Improve traffic operations and reduce congestion and delay during peak travel periods, and
Enhance multimodal accessibility and safety for pedestrians and  bicyclists.
 
The need for the project is based on the following transportation issues identified through data analysis and stakeholder input:
Safety deficiencies including vehicular crashes, skewed intersection, limited sight distance, and inadequate turn lanes.
Operational issues including peak hour delays for the EB left turn leading to congestion and increased travel times.
Infrastructure deficiencies including lack of shoulders and multimodal facilities.
Accessibility challenges are created by the lack of continuous sidewalks, accessible curb ramps, and safe pedestrian crossings.

Clayton Town Council Presentation

The Project Team presented the initial findings of the Study to the Town Council on November 10, 2025 at 7:00 pm at Clayton Town Hall.

Public Workshop

A public workshop will be held on December 10, 2025 at the Clayton Fire Hall from 5:00 - 7:00 pm. The project team will present initial findings and concepts to the general public for review and comment.
