Project Proposal
- Demolish the existing bank.
- In its place, construct a mixed-use building with approximately 238 dwelling units, approximately 60,000 square feet of office uses, and approximately 30,000 square feet of retail uses (including a replacement bank with a drive through) with a maximum height of 12 stories.
- The Verizon telephone switching station will remain and will be incorporated into the site plan.

Land Use
As you respond, consider the following questions:
- Are the ground-floor uses, especially the location of the bank adjacent to the public open space, compatible with the Clarendon Sector Plan and good urban design practice?
- Is a drive-through ATM appropriate at this site? Can it be moved, improved, or eliminated?
Building Form & Architecture
As you respond, consider the following questions:
- Do you have any general comments on the proposed building form or architecture?
- If the bank does not move from its location adjacent to the Irving Street Plaza, can you suggest improvements to the ground floor façade facing the plaza?
- The Clarendon Sector Plan requires a single step-back of at least 10 feet be implemented beginning on the second, third, fourth, or fifth floor on the Irving Street side of the building adjacent to the plaza. The developer is proposing an averaged step-back on multiple floors. Do you think the proposed step-back design meets the intent of the step-back requirement?
- Bearing in mind that the Verizon building (which will remain) is also a part of the site plan, are there possibilities for architectural improvements to the Verizon building—especially to the one-story, 1970s addition that is adjacent to the proposed new building?
Open Space & Landscaping
As you respond, consider the following questions:
- Are there additional opportunities for tree planting on site (e.g., 10th Road, rooftops, planting strips, etc.)?
- While the County will design and improve the Irving Street Plaza, do you have suggestions for the area under the developer’s control adjacent to the plaza? Consider design, planting, or ways to activate the space to mitigate the location of the bank.
Transportation
As you respond, consider the following questions:
- Does the presence of the drive-through affect non-vehicle access through the site?
- Does the new segment of 10th Road look and feel like a public street? If not, are there suggestions for improvements?
- Bearing in mind that the Verizon building (which will remain) is also part of this site plan, are there streetscape or other transportation improvements that can be made around the site?
Sustainability
As you respond, consider the following questions:
- Do you have suggestions for sustainability strategies at this site?

Share any other comments you have about the proposed plan. You may wish to consider the following question:
- To build the proposed development, the developer needs to earn additional density by providing additional community benefits—such as open space, public facilities, transportation improvements, and/or affordable housing. Which community benefits would you prioritize for this site?
