The Discovery phase of the Urban Forest Master Plan is coming to a close. This included collection of current data on the urban forest, including an Urban Tree Canopy study and a public tree inventory, a review of existing data, operations strategies, policies and programs, and collecting feedback from the community through a variety of public meetings and survey input.

All of this valuable information and feedback will help to shape the recommendations for Asheville's first management plan for urban trees. Development of the plan is currently in progress.

Frequently Asked Questions

An urban forest refers to all the trees in a city's boundary, whether they are in a city owned park, a privately owned home, or anywhere else. The amount of land shaded by trees is referred to as the tree canopy. In Asheville, tree canopy was measured at 44.5% in 2019. This project includes a study that will measure current canopy coverage.

An Urban Forest Master Plan is a strategic plan to improve a community's urban forest. The plan is created by assessing the current health and distribution of Asheville's trees and by engaging with residents, stakeholders, and the community at large to determine needs, set goals, and provide recommendations for the steps needed to achieve those goals.

In 2019, the City of Asheville completed a study of its tree canopy and discovered that the tree canopy that shades the community has decreased by 6.4% in the last decade. Canopy is currently measured at 44.5%. This report was a call to action for Asheville residents who were concerned about continued losses. On June 11, 2024, City Council approved a contract with Urban Canopy Works, LLC, to develop an Urban Forest Master Plan to help the city expand and improve its urban forest.

Invasive Species Assessment

In order to better understand the type and level of invasive species pressures on Asheville's urban forest, qualified contractors assessed multiple locations throughout Asheville in September 2024 (prior to Helene).

Public Survey

The survey is now closed. The survey was open from November 2025 through March 2026, and input will be used to inform the recommendations in the final plan. A summary of the survey is available in the Summary of Public Engagement.

Urban Forestry Road Show

The UFMP Roadshow offered the option to come speak with your group at your next gathering. A member of the project team explained the project, answered questions and collected recommendations to include with all the community feedback.

Public Tree Inventory

Tree experts walked through selected areas collecting data on trees in the public right-of-way (8-10 feet beside public roadways). This data is used to understand the condition of Asheville's public trees.

Stakeholder Workshops

The project consultant, Urban Canopy Works, LLC, will host two sequential workshops for stakeholders who represent organizations and agencies who impact the urban forest. These workshops will help us understand the issues, challenges and opportunities that exist around Asheville's urban forest.

Arbor Day Public Workshop

More than 55 residents attended the 2-hour public workshop at the NC Arboretum with the project consultants. Participants got to learn what we know about Asheville's urban forest and joined in a community conversation to discuss the issues, challenges and opportunities that exist around our urban forest. Public feedback at this workshop will be included in the final recommendations of the Urban Forest Master Plan.

Summer 2026

Post-storm Canopy Assessment

Using high-resolution satellite and advanced imaging technology, a canopy assessment was conducted to compare with previous years' tree data to better understand the impacts of Hurricane Helene on Asheville's urban tree canopy.

June - December 2026

Using our latest forestry data, a review of City programs, policies and operations, and feedback collected during public engagement, the project consultants will draft Asheville's Urban Forest Master Plan. The Plan will lay out community goals for the urban forest and provide a roadmap of recommendations to work toward those goals for the next 20 years.

Keep in mind that the recommendations will not automatically go into effect once the plan is published. This is the community's plan, and implementation will be a city-wide effort!
