A planning project that will examine the 7.5-mile SR 9/Scatterfield Rd corridor in Anderson and establish a design approach for its future reconstruction.
Background
Residents who live along Scatterfield Road or drive it regularly are familiar with its problems. This roadway has the highest number of vehicle crashes in Madison County outside of I-69. High speeds, heavy traffic, dangerous left turns, and the lack of sidewalks combine to create an unsafe environment for everyone using the road.
The Uniting Scatterfield corridor plan will explore different roadway designs to identify ways to make Scatterfield safer and easier to use. The project team will rely on community feedback to understand what is important to the public. Based on those priorities, several alternative designs will be developed, and then an impact analysis will decide the final plan recommendations.
The plan is a joint study conducted in partnership with Heartland MPO (HMPO), Indiana Department of Transportation (INDOT), and the City of Anderson.

A corridor plan is a document that looks at how a transportation facility works with the land uses next to it. The goal is to determine how the road can better serve the businesses, neighborhoods, and institutions that are nearby. A corridor plan can also improve the safety and operation of the roadway itself, using solutions such as access standards, intersection redesigns, and facility improvements.
The plan will examine Scatterfield Road from the intersection of Broadway Street to the intersection of 67th street. Surrounding land use and infrastructure will be considered, however there is no area boundary as such for the plan.
Uniting Scatterfield is a planning project. As of now there is no construction being implemented because of it. However, there are some unrelated improvements planned already, which are expected to be carried out on Scatterfield Road over the next few years.
The project kicked off in November 2025 and is anticipated to be completed by the end of 2026. Please see the updates page for more information.
The plan will serve as a reference and support document for future construction on Scatterfield Road. It will be used by the agencies that own facilities on the corridor, including INDOT and the City of Anderson.
The plan is an initiative driven by Heartland MPO, also known as Madison County Council of Government.
The goal of the plan is to produce a recommended redesign for Scatterfield Road that is safer and more operational for everyday users. It is also an opportunity for community preferences to be incorporated. If you have opinions on what Scatterfield needs, now is the time to make your voice heard!
