Stormwater Design Manual Update (TC-1A-24) and Related Text Changes (TC-1B-24)
Stormwater Design Manual Update (TC-1A-24): This text change replaces the entirety of the Stormwater Management Design Manual dated 2002 and the Guidelines for Land Disturbing Activity dated 2013 with a combined Stormwater Design Manual dated 2024. A text change is necessary because the Manual is adopted into the Unified Development Ordinance by reference. Read the draft ordinance and draft manual version 5.
Stormwater Design Manual Update-Related Text Changes (TC-1B-24): This text change amends the Unified Development Ordinance (UDO) to provide consistency between the new Stormwater Design Manual and the UDO. Read the draft ordinance.
Background Information:
Raleigh Stormwater, a division of the City’s Engineering Services Department, has been working on an update to the Stormwater Design Manual for several years. Informal public outreach occurred in 2020, 2021, and 2023. The early drafts and responses to public comments are posted on the City’s website. The process was shared with the Stormwater Management Advisory Commission at several points, most recently in January 2024. Council authorized the associated text change on February 6, 2024.
Key proposed changes to the Manual and UDO:
- Address drainage at infill developments with a menu of mitigation options.
- Update the Manual to match the Neuse Rules text changes (TC-1-23) that became effective on 5/1/2023.
- Incorporate Green Stormwater Infrastructure as an option to meet the Nitrogen requirements.
- Plan for changing weather by increasing the amount of rainfall captured in inlets and in pipes for large drainage areas.
- Create a new permit for Stormwater Conveyance and require as-built construction documents and inspections of stormwater conveyance systems.
Public Meeting Schedule:
This text change is scheduled for a Planning Commission Text Change Committee meeting in April 2024. Comments will be downloaded and summarized for staff and Commissioners on Wednesday, April 17. We will continue collecting comments here until the item is heard by the full Planning Commission.
