Project Background
This capital project originated as an intersection safety project to respond to resident-reported concerns about driver speeds and low yield rates for people crossing Lorcom Lane. This intersection is an important intersection for students at Dorothy Hamm Middle School who walk to the building from north of Lorcom Lane.
After reviewing available data for the intersection, conducting field observations, and considering safety needs, the project team identified clear goals for the project:
Project Goals
- Improve intersection safety for people walking, biking, taking transit and driving at this busy intersection in a school walk zone
- Assess the intersection for a potential traffic signal and/or other activated safety infrastructure, such as Rectangular Rapid Flashing Beacons (RRFBs)
- Update sidewalks and pedestrian ramps to meet the most recent accessibility standards
Project Basis
These goals are informed by the following County Board-adopted plans and policies:
- Master Transportation Plan
- Streets Element: the County's Complete Street Policy (Streets Element Policy #4.2) informs the scope of this project to improve safety for all road users, including people walking, biking, taking transit and driving.
- Pedestrian Element: Calls for projects to improve walkways and increase walking for transportation with high-quality facilities
- Vision Zero Action Plan
- The 2021 Vision Zero Action Plan calls on County Transportation staff to take a proactive approach to safety, to eliminate severe and fatal crashes from our transportation network by 2030
