Carbon Reduction Program

The Carbon Reduction Program (CRP) was authorized by the Infrastructure Investment and Jobs Act (IIJA) to reduce transportation emissions through the development of state carbon reduction strategies and the funding of projects to reduce transportation emissions. VDOT is implementing this federal program in accordance with requirements established in IIJA and by the Federal Highway Administration (FHWA). 

By November 15, 2023, states are required to develop a Carbon Reduction Strategy (CRS) in consultation with any Metropolitan Planning Organizations (MPOs) designated within the State. The state CRS shall support efforts to reduce transportation emissions and identify eligible projects and strategies. VDOT’s Office of Transportation Sustainability (OTS) is leading the development of the CRS, in consultation with MPOs. OTS will be holding an initial coordination meeting to solicit input on strategies with representatives from the Infrastructure and Investment Division, Districts, and MPOs.
