About the Chula Vista Elite Athlete Training Center Master Plan

The City of Chula Vista is developing a Master Plan for the Chula Vista Elite Athlete Training Center (CVEATC) to establish a long-term vision for the campus. The Master Plan will guide decisions about future improvements, land uses, facilities, programming, and partnerships over the next 20 to 30 years.

The planning process will explore opportunities for the CVEATC to continue supporting elite athlete training while strengthening the campus as a community and regional asset. It will also consider opportunities to expand health and wellness activities, improve sustainability, and contribute to the region’s sports and visitor-serving economy.

The completed Master Plan will serve as a roadmap for the future of the CVEATC campus.

History

The story of the Chula Vista Elite Athlete Training Center began in 1989, when the Eastlake Company donated 150 acres near the Lower Otay Reservoir for the development of an Olympic Training Center. The project was sponsored by the San Diego National Sports Training Foundation, with state funding supporting its construction.

Construction began in 1990, creating the first U.S. Olympic Committee warm-weather training facility planned and built from the ground up to prepare U.S. athletes for the Olympic Games. The U.S. Olympic Training Center – Chula Vista officially opened in June 1995.

In 2014, the U.S. Olympic Committee approached the City of Chula Vista about the possibility of transferring ownership of the training center to the City while maintaining the campus as an official athlete training site. The City, U.S. Olympic Committee, and consultant JMI Sports then evaluated the opportunities, benefits, and potential risks associated with the proposal.

On January 1, 2017, ownership of the former U.S. Olympic Training Center transferred from the U.S. Olympic Committee to the City of Chula Vista, beginning a new chapter for the campus as the Chula Vista Elite Athlete Training Center.

About the CVEATC

The Chula Vista Elite Athlete Training Center is a 155-acre, world-class, multi-sport training campus where Olympic, Paralympic, and other elite athletes live, train, and prepare for competitions.

The campus features specialized sports and training facilities, athlete housing and dining, recovery and support services, and spaces that support events and community activities.

Athletes train across a variety of sports and disciplines, including archery, beach volleyball, canoe/kayak, cycling, field hockey, rowing, rugby, soccer, tennis, track and field, triathlon, and cross-training.

Today, the CVEATC is both an elite athlete training destination and an important community and regional asset. The Master Plan will help shape how the campus evolves and serves athletes, residents, visitors, and the broader region for decades to come.
