Transportation Improvement Program (TIP) Amendments - August 2025
The following amendments will be presented to the GTC Planning Committee for recommendation to the GTC Board for consideration. TIP Amendments to be presented at the GTC Planning Committee meeting on August 14, 2025, and to the meeting of the GTC Board on August 28, 2025.
NYSDOT, Wayne County, the City of Rochester, the Village of Medina, and RGRTA have requested changes to the 2023-2027 and 2026-2030 TIPs. The TIP Development Committee (TDC) reviewed the proposed changes on July 24, 2025, and recommends favorable action for Proposed Council Resolutions 25-24 through 25-35.
Recommended Action:
Recommend action by the GTC Board on proposed Council Resolutions 25-24 through 25-35,
amending the FFYs 2023-2027 and 2026-2030 TIPs.

Main Office Funded Projects
1. Proposed Council Resolution 25-24 (Amending the FFY 2026-2030 TIP by Increasing the Federal Aid of the FFY 2026 Construction phase for the Culvert Replacement at Various Locations in Livingston, Monroe, Ontario Counties project)
(TIP #H23-32-R43, PIN 4LC103) – NYSDOT
Increase the Federal Aid of a FFY 2026 Construction phase from $2,710,215 to $3,387,375 Federal).
The source of existing Federal Aid is the Surface Transportation Block Grant (STBG) – Flex. Matching funds are provided by NYSDOT. This project is Main Office managed; no impact to Planning Target. NYSDOT’s request is to reduce Federal Aid to better balance available Main Office funding for the 4LC projects. No change to project total.
2. Proposed Council Resolution 25-25 (Amending the FFY 2023-2027 TIP by Deferring phases of the Maple Ridge Road Corridor Active Transportation project)

Defer a FFY 2025 ROW Acquisition phase of $50,900 ($40,720 Federal) to FFY 2026;
Defer a FFY 2025 Construction phase of $870,444 ($696,315 Federal) to FFY 2026;
Defer a FFY 2025 Construction Inspection phase of $152,456 ($121,945 Federal) to FFY 2026.
The source of existing Federal Aid is the Transportation Alternatives Program (TAP). Matching funds are provided by the Village of Medina. There is no change in the project scope or cost. This project is not currently included in the 2026-2030 TIP, therefore the new TIP will need to be amended to add the requested project phases.
The Village of Medina is requesting a deferral of the ROW-A, Construction and Construction Inspection phases due to design challenges causing project delays.
3. Proposed Council Resolution 25-26 (Amending the FFY 2026-2030 TIP by Increasing the Federal Aid of the FFY 2026 Construction phases Culvert Replacement at Various Locations in Livingston and Wyoming County project)

Increase the Federal Aid of a FFY 2026 Construction phase from $2,345,272 to $2,931,590.
The source of existing Federal Aid is the PROTECT program. Matching funds are provided by NYSDOT. NYSDOT’s request is to increase Federal Aid on this Construction phase to better balance available Main Office funding for the 4LC projects. No change to project total.
4. Proposed Council Resolution 25-27 (Amending the FFY 2026-2030 TIP by Modifying phases of the Rt 31 and Rt 36 (Washington St) Intersection Safety Enhancements)

Increase the FFY 2026 Construction phase from $150,000 ($135,000 Federal) to $260,000 ($234,000 Federal);
Increase the FFY 2026 Construction Inspection phase from $15,000 ($13,500 Federal) to $26,000 (23,400 Federal);
Defer the FFY 2026 Construction phase of $260,000 ($234,000 Federal) to FFY 2027
Defer the FFY 2026 Construction Inspection phase of $26,000 ($23,400 Federal) to FFY 2027.
The source of existing Federal Aid is the Highway Safety Improvement Program (HSIP). Matching funds are provided by NYSDOT. NYSDOT’s request is to increase the FFY 2026 Construction phase to reflect current estimate based on increased pedestrian facility needs and recent bid history. The request is also to defer the Construction and Construction Inspection phases from FFY 2026 to FFY 2027 as this project is meant to be coordinated with PIN 40C103 (Construction phases are programmed in FFY 2027).

5. Proposed Council Resolution 25-28 (Amending the FFY 2026-2030 TIP by Deferring phases of the Rt 18 over Northrup Creek and Smith Creek Bridge Replacements project)

Defer the FFY 2026 Construction phase of $4,766,000 ($1,766,000 Federal) to FFY 2027;
Defer the FFY 2026 Construction Inspection phase of $477,000 ($177,000 Federal) to FFY 2027.
The source of existing Federal Aid is the Surface Transportation Block Grant (STBG) – Flex Program. Matching funds are provided by NYSDOT. NYSDOT’s request is to defer Construction funding due to highway alignment modifications and drainage considerations.
Statewide and Planning Target Funded Projects
6. Proposed Council Resolution 25-29 (Amending the FFY 2026-2030 TIP by Deferring phases of the Rt 414 over CSX Bridge Rehabilitation (BIN 4060680) project)

Defer a FFY 2025 Construction phase of $2,282,300 ($1,825,800 Federal) to FFY 2027;
Defer a FFY 2025 Construction Inspection phase of $228,000 ($182,400 Federal) to FFY 2027;
The source of existing Federal Aid is the Surface Transportation Block Grant – Flex Program. Matching funds are provided by NYSDOT. There is no change in the project scope or cost. This project is Main Office managed; no impact to Planning Target.
NYSDOT is requesting a deferral of the Construction and Construction Inspection phases because an agreement with CSX has not been reached.
7. Proposed Council Resolution 25-30 (Amending the FFY 2026-2030 TIP by Modifying a phase of the Large Culvert Replacement – Part 2 project)

Increase the Federal Aid of a FFY 2026 Construction phase from $0 to $4,756,059;
Defer a FFY 2026 Construction phase of $15,853,530 ($4,756,059 Federal) to FFY 2027.
The source of federal funds is the National Highway Performance Program (NHPP). Matching funds are provided by NYSDOT with an Offset provided from other 4LC projects. This project is Main Office managed; no impact to Planning Target.
NYSDOT’s request is to restore federal aid to this project to balance the budget of available Main Office funding for the 4LC projects. No change to project total. The request is also to defer the Construction phase due to latest NYSDOT Design project schedule.
8. Proposed Council Resolution 25-31 (Amending the FFY 2026-2030 TIP by Modifying a phase of the I-390 from Canal Bridge (Exit 16) to Rt 33A project)

Increase the FFY 2026 Construction phase of $22,050,000 ($20,845,000 Federal) to $24,500,000 ($23,050,000 Federal).
The sources of existing Federal Aid are the National Highway Performance Program (NHPP) and FAST Act National Freight grant of $10,000,000. Matching funds are provided by NYSDOT. NYSDOT’s request is to increase the Construction phase of this project. A reduction in Federal Aid on PIN 410D02 was achieved via Staff Modification will offsets the increase in funds used here.
9. Proposed Council Resolution 25-32 (Amending the FFY 2026-2030 TIP by Increasing the FFY 2025 Construction phases of the Pavement Markings for 2026 (Westside) project)

The source of Federal Aid is the Safe Streets and Roads for All (SS4A) program. Matching funds are provided by the City of Rochester. The City received an SS4A grant award and is currently in the final stages of executing the grant agreement with FHWA. This agreement allows for multiple projects, each with a separate schedule for delivery. FHWA has requested these projects be added to the TIP and STIP even though they are part of a direct agreement between the City of Rochester and FHWA and do not pass through New York State. These projects would be added to the TIP and STIP as Illustrative projects and will not impact fiscal constraint or the project delivery scorecard.
11. Proposed Council Resolution 25-33 (Amending the FFY 2026-2030 TIP by Adding a project and deferring a phase of the RGRTA Hydrogen Fuel Cell Electric Buses project)

Add a new project with a Total Cost of $6,250,000 ($5,000,000 Federal);
Defer an Other phase of $6,250,000 ($5,000,000 Federal) from FFY 2025 to FFY 2026.
The source of existing Federal Aid is the Congestion Mitigation Air Quality (CMAQ) Program. Matching funds are provided by RGRTA. RGRTA requested that CMAQ funding for this project be transferred from FHWA to FTA in February 2025; however, this change has not yet been made. The transfer is currently in progress but will not be completed in time to obligate the funds in FFY 2025. Therefore, RGRTA is requesting a deferral of the CMAQ funds from FFY 2025 to FFY 2026. This change will not impact fiscal constraint and does not impact any other projects.
12. Proposed Council Resolution 25-34 (Amending the FFY 2026-2030 TIP by Adding a project and deferring a phase of the RGRTA Rural On Demand Service Pilot project)
