Overview:

Updating a comprehensive plan is crucial for a town or village to ensure it addresses current and future needs effectively. It allows the community to reassess and realign its goals, reflecting changes in demographics, economic conditions, and environmental factors. An updated plan promotes sustainable development, improves infrastructure, and enhances quality of life by incorporating modern planning practices and community feedback. It also strengthens the town's ability to attract investments and secure grants, providing a clear and strategic framework for growth and development​. The Town and Village of Hannibal understand this necessity and have reached out to us, here at Central New York Regional Planning and Development Board (CNY RPDB) to help with this endeavor. Informational Community Meeting

Public Meeting to inform the public about Smart Growth, Comprehensive Plans, and committee formation. This meeting allowed us to have transparency with the public about what was happening and how the community can get involved.

Community Survey

Public Survey was released via PublicInput platform. Flyers were hung at local businesses, the Town Hall, and posted on Hannibal social media platforms. QR codes and website URL were posted and paper copies and language translation can be made available upon request

Stakeholder Meeting

Meeting with the Hannibal School District, hosted by superintendant Christoper Staats plus 12 administrators took place on 10/29/24 highlighting key issues and opportunities that the district faces.

Community Outreach, Visual Preference Survey

A Visual Preference Survey was performed at the Hannibal Country Christmas Event on 11/23/24. Participants were asked to choose their preference on images that depicted types of development; senior communities, assisted living communities, crosswalk styles, street tree preferences, building types and facades, Participants were also walked through a concept for a Village master plan for input and feedback. Out of 60 participants, 58 particpants had a positive reactions to the proposed revitlization plan for the Village.

Visioning Session

Community members will have a chance to come together and create a unified vision and set of goals to form the foundation of Hannibal's comprehenisve plan update. This meeting is set for January 15, 2025 at the Town Hall.
