Neighborhood Water Line Enhancement Projects Area 7
Asheville Water Resources has identified two areas for neighborhood water line replacements in the fall of 2025 through 2026: Beacon Village in Swannanoa and Joyner Avenue in west Asheville.
Happening Now
Construction began in early November in the Beacon Village Neighborhood in Swannanoa and on Joyner Avenue in West Asheville. Both areas will be under construction simultaneously.
Background
This project was identified as a critical need due to the amount of leaks and breaks in the two communities.
Repairs and upgrades will involve the installation of approximately 11,200 feet of waterline in Beacon Village and 3,000 feet on Joyner Avenue. These lines are replacing existing infrastructure.
Once the water line installation is complete, all roads disturbed by this project will be milled and repaved.
The project advertised for bids on Nov. 5, 2024. The city began evaluating bids on Dec. 5, 2024. Council approved the contract for the project on January 14, 2025, in the amount of $10,175,349. Thomas Construction is performing the work.
Timeline
Thomas Construction began work on Sevier Street & Barnard Ave at the end of April, with all water line work in those areas completed as of November 1, 2025. The project now shifts to Beacon Village and West Asheville.
