Happening Now

Construction began in early November in the Beacon Village Neighborhood in Swannanoa and on Joyner Avenue in West Asheville. Both areas will be under construction simultaneously.  

 

Background

This project was identified as a critical need due to the amount of leaks and breaks in the two communities. 

Repairs and upgrades will involve the installation of approximately 11,200 feet of waterline in Beacon Village and 3,000 feet on Joyner Avenue. These lines are replacing existing infrastructure.

Once the water line installation is complete, all roads disturbed by this project will be milled and repaved.

The project advertised for bids on Nov. 5, 2024. The city began evaluating bids on Dec. 5, 2024. Council approved the contract for the  project on January 14, 2025, in the amount of $10,175,349. Thomas Construction is performing the work. 

 

Timeline

Thomas Construction began work on Sevier Street & Barnard Ave at the end of April 2025, with all water line work in those areas completed by January 2026. Work then shifted to Beacon Village and the Joyner Avenue area in West Asheville. Joyner Avenue work wrapped up in April.

In June 2026, crews began  trench repair, milling, and paving on Hill Street, began trench repair on Old Lytle Cove Road, and started waterline work on Emma Road near the intersection of North Louisiana Avenue. Waterline installation also continued in the Beacon Village neighborhood, progressing along Dillingham Panoview Road. Traffic control with flagging is expected on Emma Road, and scheduled water outages will be coordinated with Beacon Village residents as crews make mainline connections to the new water system. AVL Alerts will be sent in advance of scheduled outages.

The project remains scheduled for completion in early 2027.
