North Texas Zero Emissions Vehicle Call for Projects 
Staff will present information on the North Texas Zero Emissions Vehicle (NTxZEV) Call for Projects (CFP). Through the NTxZEV CFP, up to $55.4 million is available for public and private fleets to replace existing heavy-duty vehicles powered by gasoline, diesel, propane and natural gas fuel with battery-electric or hydrogen fuel cell electric versions. Access North Texas
Access North Texas is the Regional Public Transportation Coordination Plan (RPTCP) for North Central Texas. The plan documents transportation needs of older adults, individuals with disabilities, individuals with low-income and other transit-dependent populations. Staff will provide a summary of updated goals and strategies, and a draft plan will be posted in Fall 2026.

Federal Performance Measures Update

Federal performance measures were established under the Moving Ahead for Progress in the 21st Century Act (MAP-21) and continued through the Fixing America’s Surface Transportation (FAST) Act and the Infrastructure Investment and Jobs Act (IIJA). These measures support a consistent, data-driven approach to evaluating transportation system safety, condition, performance and must be included in the metropolitan transportation planning process. The second performance period for the applicable measures ended, and the third performance period will cover 2026 through 2030. Staff will provide an update on progress toward the Congestion Mitigation and Air Quality measures, commonly referred to as PM3 and the Transit Asset Management measures. Draft targets will also be presented.

Submittal of Grant Application to the Federal Transit Administration (FTA) for the 2026 Access and Mobility Partnership Grant

The Federal Transit Administration has made available nearly $12 million in competitive grant funding to support innovative projects for older adults, people with disabilities, and individuals with limited financial resources to improve the coordination of transportation and non-emergency medical transportation services. Staff will provide an overview of the submitted project, DFW Transportation and Medical Connections, which would deploy an interactive software-as-a-service platform with conversational AI to connect older adults and individuals with disabilities to available transportation options, supported by dedicated staff, outreach, and partnerships with healthcare and transportation providers.

Metropolitan Transportation Plan Policy Bundle – Round 6
NCTCOG's Policy Bundle program helps local governments, school districts, and transportation agencies turn policy decisions into funding opportunities. By voluntarily adopting policies that support the goals of Mobility 2050, participants can earn Transportation Development Credits (TDCs) to offset local match requirements for federal transportation projects. Applicants are scored on the policies they adopt, their transit participation, and population size, with awards ranging from 500,000 to 5,000,000 TDCs. Air Quality Programs and Funding Opportunities
NCTCOG has several regional air quality programs and initiatives to reduce air pollution in North Central Texas. Funding opportunities and incentives are also available for projects that reduce air pollution from vehicles and equipment and/or help improve energy efficiency. Regional Transportation Council (RTC) Landbanking Program                    

The NCTCOG Regional Transportation Council (RTC) Landbanking Program was established by the RTC as a part of the 2005-2006 Sustainable Development Call for Projects. The program provides funding assistance for local governments to facilitate land acquisition for economic development purposes. Since its inception, the program has funded four landbanking projects, which are currently in varying stages of implementation or completion.
