What is the Congestion Management Process

The Congestion Management Process (CMP) is required for metropolitan areas with populations over 200,000, which are designated as Transportation Management Areas (TMAs). AMATS is one of these TMAs. The purpose of the CMP is to improve how well the transportation system functions, increase reliability, and reduce the negative impacts of congestion on the movement of people and goods.

What is in This Revision

The CMP was last updated in 2016 and is now outdated. Transportation planning policies have changed, along with how we manage operations, address travel demand and meet mobility needs. Although the CMP does not provide specific recommendations for projects, it contains strategies based upon data collected and the analysis of activities. The updated CMP will be flexible and able to adjust to changing conditions. It will provide a clear, organized process to ensure the transportation system within the AMATS boundary is managed and operated safely and efficiently across all travel modes. This update will:

• Redefine the CMP network and stakeholders

• Enhance transportation system management strategies

• Identify key strategies to address traffic congestion

• Improve data collection and monitoring processes

• Update visualization tools and maps

• Upgrade web-based applications

• Review program constraints and dependencies

• Assess feasibility and effectiveness of proposed strategies
