Project History

In 2015, the Cuyahoga County Department of Public Works began preliminary engineering and environmental studies/coordination for addressing the deficient bridge on North Main Street. An Alternative Evaluation Report (AER) was completed which evaluated three alternatives:

  • Alternative 1 – Bridge Rehabilitation
  • Alternative 2 – Adaptive Re-use, where the structure is built inside of the arches
  • Alternative 3 – Complete Replacement
  • Alternative 4 – No build

Alternative 1 (2015) includes the repair of the existing structure and replacement of the sidewalk and supporting the structural system. Work includes the replacement of the broken and missing stones and mortar, patching of spalled concrete, waterproofing inside of the arch, and replacing the sidewalk system.

Alternative 2 (2015) includes installing a new structure system inside of the arches to carry the live load, thereby removing the load from the stone arches. Work includes replacing broken and missing stones and mortar and other improvements to the aesthetics of the existing arch.

Alternative 3 (2015) would replace the existing structure with a new two-span precast arch structure having a similar span configuration.

The AER included an evaluation of the three alternatives. Each alternative was evaluated for the structure itself, maintenance of traffic, constructability, environmental impacts, hydraulic effects, utility conflicts, aesthetic enhancements, and impacts to the local community. 

Based on the evaluation of the alternatives, Alternative 2 – Adaptive Re-use was recommended as the preferred alternative.

The environmental review was conducted on this alternative. The original environmental document was approved on 5/31/2017.

The design continued and was completed on this alternative.

Subsequently, the project as designed was put out for sale. Only one bid was received by the County for the construction of the bridge and the bid was twice the amount of the available funding.

The County determined that it would then proceed with a new alternative, Alternative 1 (2020) – Rehabilitation. The work includes lining the stone barrel arches with precast concrete segments, encasing the sandstone piers with concrete headwalls, removal of the existing cantilevered sidewalks and railing on both sides of the structure, installing new sidewalks and decorative metal railing, and reface the existing retaining walls along the Chagrin River on the north and south sides of the river adjacent to the North Main Street Bridge (east side). Stones will not be repaired/replaced as previously proposed. Nothing on the fascia of the existing structure will be visible once the project is complete. The new headwalls will encase the existing structure. A form-liner will be used to replicate the stone appearance on the new headwalls.

The environmental impacts are now being re-evaluated based on the new Rehabilitation alternative.
