2025 has been a meaningful year for our community, and I’m grateful for the care and support you show one another every day. Thank you for making Pinole such a welcoming and special place.
Following City Manager Kelcey Young’s resignation, I have stepped in as Acting City Manager. I am committed to serving our community and ensuring the continued progress of our city.
The City Council is currently interviewing candidates for the interim City Manager, and the search for our next permanent City Manager is underway. We will continue to keep the community informed as this process moves forward.

The City of Pinole is considering a potential ordinance that would prohibit new gas fueling stations and limit expansion of existing stations and is seeking community input. The development of this ordinance is part of the City’s broader climate planning efforts. The draft ordinance will be shared at the project website here for public review and comment. HIGHLIGHTS FROM COUNCIL
A council reorganization took place during Tuesday's council meeting on December 16, 2025. The community came together to honor outgoing Mayor Cameron Sasai, with heartfelt words of appreciation from councilmembers, staff, and residents praising his leadership, integrity, and attentive listening. Councilmember Devin T. Murphy reflected on lessons learned from Sasai, noting his “patience, discipline, and detail orientation,” while newly appointed Mayor Anthony Tave described Sasai as “a man of principle who acts with honesty, fairness, and respect—a true product of Pinole.” Mayor and Mayor Pro Tem positions rotate annually, with Sasai rotating back as a councilmember to serve the remainder of his term. Councilmembers Maureen Toms and Norma Martinez-Rubin will continue to serve on council as well. This year’s reorganization featured two special swearing-in ceremonies: Mayor Tave was sworn in by former Acting U.S. Labor Secretary Julie Su, and Mayor Pro Tem Devin T. Murphy was sworn in by Contra Costa County District Attorney Diana Becton. Tave brings years of experience, including a background in civil engineering, and expressed enthusiasm for the year ahead. The celebration concluded with cake and apple cider as councilmembers, families, staff, and residents looked forward to another year of collaboration and progress.

PINOLE ADOPTS ORDINANCE RESTRICTING USE OF CITY PROPERTY FOR CIVIL IMMIGRATION ENFORCEMENT ACTIVITIES
At its December 16 meeting, the Pinole City Council adopted a new ordinance (Chapter 2.68) prohibiting the use of City-owned or City-controlled property for federal civil immigration enforcement activities without judicial oversight. As the first Bay Area city to enact such a policy, Pinole affirms its commitment to public safety, community trust, and the responsible use of local resources. The ordinance establishes “ICE-Free Zones” on City property, ensuring these spaces remain accessible and safe for all residents, especially the City’s diverse immigrant community. The ordinance affirms the City’s authority under California law to regulate the use of its own property and operations and is consistent with established principles of local control and federalism. It does not regulate the conduct of federal agencies themselves but rather governs how City-owned or City-controlled assets may be used. The ordinance will take effect 30 days after final adoption, in accordance with California Government Code Section 36937. Implementation will be overseen by the Acting City Manager. HOLIDAY MAGIC IN DOWNTOWN PINOLE
Hundreds of visitors gathered for Pinole’s beloved annual Holiday Tree Lighting, which sparkled with festive cheer and—for the first time ever—a dusting of artificial snow that transformed downtown into a winter wonderland. The “Shop & Stroll” was a hit, drawing families and friends of all ages to enjoy local businesses, holiday treats, and cheerful entertainment. Santa and Mrs. Claus delighted the crowd, while the Grinch’s attempts to dampen the spirit were no match for Pinole’s joyful energy. A heartfelt thank you to the Community Services Department and all City staff who made this enchanting evening possible. Missed the festivities? DUI/DRIVER'S LICENSE CHECKPOINT PLANNED FOR DECEMBER 27
The Pinole Police Department will conduct a DUI/Driver’s License Checkpoint on Thursday, December 27, 2025, from 8:30 PM to 2:30 AM at 1333 San Pablo Avenue. DUI checkpoints are a proven tool to reduce impaired driving crashes, which remain a leading cause of preventable deaths. From January 2023 to November 2025, Pinole officers responded to 382 traffic collisions—44 involving impaired drivers—and made 59 DUI arrests. Officers will screen for alcohol and drug impairment and verify driver licenses, with minimal delays for compliant motorists. The department reminds everyone to plan ahead, designate a sober driver, and never drive under the influence. Funding is provided by the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

FREE FOOD RESOURCES
If you are interested in free food in Contra Costa County, you can call the Food Bank of Contra Costa & Solano (855-309-FOOD) to learn about pantry locations, mobile distributions, and senior programs available in the area. You can also visit the Food Bank of Contra Costa and Solano's website and click on Find Food to search for food distribution centers near you.
The app “Too Good To Go: End Food Waste” connects people with cafes, restaurants, bakeries and/or stores in their local area which have perfectly good food left over to save and enjoy at half of the price or less. This app is the world's largest marketplace for surplus food. It helps users rescue good food from going to waste, offering great value at local stores and eateries. SANDBAGS AVAILABLE ON PRUNE STREET
Sand and Sandbags are now available again! They are located in the public parking lot at the end of Prune and Pear Streets (at St. Joseph’s School). Please only fill bags up to 2/3rds with sand for maximum effectiveness. Please leave the area clean and usable for others. We would also kindly like to ask to only use the sand and bags for your private use, as supplies are limited. Thank you!

NOTICE TO MERCHANTS -- LICENSE RENEWAL TIME
Attention Business Owners – 2025 Pinole Business Licenses will expire on December 31, 2025. Business license taxes for 2026 are due on December 31, 2025 and become delinquent on February 1, 2026, at which time unpaid taxes are subject to a 50% penalty. There is no change to the business license tax rate for calendar year 2026. The tax for the basic business license is $168.00 per year (not including the $4.00 AB 1379 state mandated fee).
Business license renewal forms were mailed out November 26, 2025. Renewal forms are mailed to you as a courtesy; we make every effort to make sure that a renewal form is mailed to each active business. If you do not receive a renewal form, it is the business owner’s responsibility to pay the business license tax by January 31, 2026. Please remit your payment to:

REPUBLIC SERVICES CREDIT UPDATE
As part of a Memorandum of Understanding, Republic Services processed residential credits for past service interruptions earlier this month. They’ve informed the City that the credit issued will be reflected on Customers' next billing statement. PINOLE CREEK CLEANUPS CONTINUE INTO FALL AND WINTER
Get ready for the last Pinole Creek cleanup of the year! Join the dedicated Friends of Pinole Creek Watershed on Saturday, December 20, 10am-12pm at Fernandez Park. Your stewardship will make a big impact in the community by ridding the Pinole Creek Watershed of trash and debris, making a safer, cleaner home for local wildlife - including humans! Friends of Pinole Creek said in social media: "Wear boots or waders if you have them, as a lot of trash has gotten trapped in the creek itself. We'll do our best to clear it out. Here's hoping for a clear day, but if it is raining, check our social media to see if we're still on. Sprinkles do not cancel!"

LIMITED-TIME REBATES: RELAUNCH OF THE PINOLE ENERGY ENHANCEMENT REBATE PROGRAM
The City of Pinole is excited to announce the relaunch of the Pinole Energy Enhancement Rebate Program (PEER)! Recent changes in regional rebates mean we've restructured the program to keep offering you substantial savings on energy-efficient home upgrades. Get up to $3,000 in rebates on improvements like heat pump water heaters, HVAC systems, induction stovetops, insulation, and more. These upgrades help you lower energy costs, improve home comfort, and contribute to a more sustainable community. GLOW PINOLE
Glow Pinole is now live! Celebrate the season by touring festive home and business displays throughout the community using the interactive holiday map. Enjoy the holiday lights and vote for your favorite display by December 26. WINTER CAMPS (3-12)
Registration is now open for Winter Break Camps for children ages 3–5 at Tiny Tots and 6–12 at the Youth Center. FOOD BANK DISTRIBUTION
The Food Bank of Contra Costa and Solano County will be providing free bags of fresh produce, on bag per household. The next drive-thru distribution is Monday, Jan. 12, 2026, from 9 – 10am (or as long as supplies last) at the Pinole Senior Center. SENIOR FOOD PROGRAM
The Senior Center partners with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ to receive free groceries, including healthy staples, eggs, cheese, and assorted meats twice a month. The program is available for Pinole senior residents only. This program takes place every second and fourth Tuesday of the month. The next distribution will be on Tuesday, December 23, from 10 - 11am. Individuals interested in the program must complete the Senior Food Program Application. Applications are available at the Senior Center and can also be found on the Pinole Senior Center website: www.pinole.gov/seniors. Please note, the Senior Food Program is switching to the choice method, where you will now need to bring your own bag with you, and you will select the items you want.
