FY 2026/27 Budget Development Continues
Finance Director Guillory presented the updated Fiscal Year (FY) 2026/27 baseline budget which indicates an estimated $852,225 deficit for the upcoming fiscal year. This deficit amount represents approximately 3% of the overall budget. Director Guillory provided a clear overview of the City’s expenditure allocations and various funds -- including the General Fund, Measure S and Measure I revenues, and other operating funds such as Recreation, Building and Planning, Pinole Community Television (PCTV), and the Sewer Enterprise Fund.
A large part of the presentation focused on long‑term fiscal sustainability. Staff explained that fiscal sustainability is achieved by balancing healthy revenues and strategic expenditures. To support long‑term planning, staff introduced a “yellow brick road” financial strategy, outlining the level of cost reductions and revenue enhancements needed over the next three years to avoid a structural deficit and ensure the City can meet its obligations in FY 2029/30.
Prior to Tuesday's meeting, in response to Council direction on March 31, 2026, staff prepared 3%, 6%, and 10% budget‑reduction scenarios for consideration. The scenarios were introduced at the Finance Subcommittee meeting on April 29, 2026, then advanced to the full Council without a specific recommendation, catalyzing a broader Council discussion of budget reductions Tuesday evening. Councilmembers asked for additional details on potential impacts to service levels if 3%, 6%, or 10% reductions were realized for the FY 2026/27 budget.
The Council discussed several aspects of the budget presentation, including the Section 115 pension and OPEB trust. Council also examined potential travel, training, memberships, and association costs.
Following deliberation, the Council approved a $60,000 reduction to the Council travel and training budget. The next round of budget revisions will be presented at the June 2, 2026 Council meeting. Significant work remains to close the projected budget gap, however, the City is well-positioned to make progress with effective collaboration.

POTHOLES REPAIRED AT 62 LOCATIONS IN MARCH AND APRIL
As part of the City’s new Road Maintenance Plan -- which divides Pinole into five zones to ensure routine repairs are addressed annually -- Public Works has made significant progress on street maintenance this spring. In addition to the planned work in Zone 1 of the Road Maintenance Plan, crews responded to potholes throughout the City, resulting in repairs at 62 locations overall during the months of March and April.
These repairs are a result of both the proactive work of the Road Maintenance Plan and the continued partnership with the community. Potholes are addressed through scheduled maintenance, service requests submitted by residents, and issues identified by staff as they travel the city.
And the work doesn’t stop here. The City is preparing to release a Request for Bids on May 14th to secure a contractor for the upcoming Road Rehabilitation Plan, a major initiative within the Council‑approved Capital Improvement Plan. This next phase will target large‑scale repairs and improvements along 1.7 road miles including slurry seal of Marlesta Road and southerly segment of Pinole Valley Road, as well as grind and overlay of Shea Drive. Enhancements to signage, pavement markings, and other traffic control and calming devices also included as part of the Road Rehabilitation Project. This Road Rehabilitation Project is mainly funded by Gas Tax and Measure J funds. A second Request for Bids will be initiated in early July for the implementation of rubberized pavement on Ramona Street, Savage Avenue, Greenfield Circle, Ridecrest Road and Marionola Road supported by an awarded grant funds from CalRecycle.

RESIDENTIAL HEALTH AND SAFETY INSPECTION PROGRAM IS LIVE
An improved platform for the City’s Residential Health and Safety Inspection Program is now available to rental property owners and operators, and residents. To encourage rental property owners to enroll early, the City is offering a temporary waiver of the enrollment fee for those who register between May 1 and June 30, 2026 -- making it easier and more affordable to transition into the updated system. These updates are designed to make compliance simpler for property owners while strengthening the City’s ability to ensure safe, well‑maintained rental housing. Register today!

FREE YOUTH WESTCAT RIDES COMING SOON
For the second year in a row, County Connection, Tri Delta Transit, and WestCAT will offer the Youth Ride Free program, providing fare-free rides on all fixed-bus routes for youth up to 18 years of age from June 1 through July 31, 2026. County Connection will also extend the Youth Ride Free program to its LINK paratransit service. Last year's pilot program resulted in a 1,170% increase in WestCAT youth ridership, compared to the previous year. This year, WestCAT is not requiring youth to show their student-ID, which makes it even easier for youth to utilize bus services this summer. Even if you're not in the youth category, you can still take advantage of free rides: beginning May 16, WestCAT is offering fare-free weekend rides throughout the summer.

SENIOR FOOD PROGRAM
The Senior Center partners with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ to receive free groceries, including healthy staples, eggs, cheese, and assorted meats twice a month. The program is available for Pinole senior residents only. This program takes place every second and fourth Tuesday of the month. Individuals interested in the program must complete the Senior Food Program Application. Applications are available at the Senior Center and can also be found on the Pinole Senior Center website: www.pinole.gov/seniors. Please note, the Senior Food Program is switching to the choice method, where you will now need to bring your own bag with you, and you will select the items you want.
