Carter Ann Patton Stormwater Improvement Project Update May 24, 2024

I am writing to provide you with an important update regarding the ongoing Carter-Ann-Patton Stormwater Improvement project.

The stormwater and sidewalk construction on Patton Ave near Clingman Ave will be completed in the next two weeks. Once completed, the temporary bus stop between Carter St. and N Ann St. will be removed, and regular service to the Patton/Clingman bus shelter will resume. 

Construction near French Broad Ave. is set to begin in June.  This phase will modify the potable water system on Patton Ave. between Carter St. and French Broad Ave. to make space in the road for the new storm system and will continue sidewalk reconstruction along the north side of Patton Ave.

Work during this phase will be completed between 7 a.m. and 7 p.m. on weekdays and is anticipated to last three weeks, depending on weather.  

Traffic impacts

A lane closure will be implemented to shift westbound traffic  to the south side of Patton Ave. 

• A single lane in each direction will remain open, and Patton Ave. traffic will not be detoured for this phase of construction.  

• The south end of Carter St. will be closed for this phase of construction.

Water service impacts

When the water main modification work is complete, an overnight water shutdown up to 12 hours is anticipated for properties on Patton Ave. between Otis St. and N Ann St. during the water line reconnection.  Any disruptions with water service during this time will be notified through AVL Alerts. Pedestrian impacts

Ongoing reconstruction of the sidewalk along Patton Ave. will continue for the remainder of the project. 

Upcoming Work expected to begin in July

Storm system installation at the Intersection of Patton Ave. and Carter St. will begin in late June and is estimated to last one month. 

Expected Traffic Impacts

• Full road closure of Patton Ave. from 7 p.m. to 7 a.m. on weeknights. 

• The south end of Carter St. near the intersection with Patton Ave. will be fully closed.

• Daytime 3-lane closure on Patton Ave. with one lane traveling eastbound, Monday - Friday. Westbound Patton Ave. traffic will be detoured along Hilliard Ave.
