Preliminary Fiscal Year 2026/27 Budget
Staff presented the Revised Proposed FY 2026/27 Operating and Capital Budget, outlining the steps needed to achieve a structurally balanced budget, and requested City Council direction for revisions to be incorporated into the Final Proposed version. The Council reserved a tentative June 23 meeting should additional time be required for budget adoption and opted not to remove the projected $480,000 in PCTV subsidies at this stage following public comments in support of maintaining the service. PCTV currently generates approximatel $200,000 in revenues with $680,000 in expenditures. While reaffirming that ongoing deficits should not be subsidized with one-time funds, Councilmembers expressed interest in exploring other options. Staff will evaluate remaining feasible budget adjustments, including freezing positions, and report back during the June 16 meeting.

GRANTS AWARDED FOR ROAD IMPROVEMENTS
On May 22, 2026, the West Contra Costa Transportation Commission (WCCTC) Board of Supervisors approved awarding the City’s Public Works Department Subregional Transportation Mitigation Program (STMP) funds in the amount of $700,000 towards implementation of the Bay Trail Gap Closure improvements at the northerly end of Tennent Avenue and Railroad Avenue. Public Works was also awarded $250,000 of Transportation Development Act (TDA) funds administered by the Metropolitan Transportation Commission (MTC) dedicated to the implementation of safety improvements including a new crossing controlled by a HAWK signal across San Pablo Avenue at Fifth Avenue which will enhance safety of crossing pedestrians including residents of the abutting Vista Woods Senior Housing. In addition, the Department of Resources Recycling and Recovery (CalRecycle) approved funding in the amount of $47,088 to support the application of rubberized pavement on Ramona Street, Ridgecrest Road, Marionola Way, Savage Avenue and Greenfield Circle. All referenced work will take place during Fiscal Year 2026/27, and please do not hesitate to contact the Public Works Department if you have questions regarding these projects.

COMMUNITY OPEN HOUSE: LET'S TALK CANNABIS IN PINOLE
As part of its early outreach efforts, the City of Pinole is seeking community input on whether commercial cannabis businesses should be considered in the future. Attend this drop-in open house to learn about cannabis regulations, explore different business types, ask questions, and share your feedback. No presentations will be given, and attendees may drop in at any time during the event. All community members are welcome.

Pinole Police Officer Andre Roberts was given the Police Officer of the Year 2025 Award for his outstanding service to the Pinole community, of which he has been serving for 5 years. On Saturday, June 20, the Pinole Rotary will hold a Polenta Feed and Recognition Dinner to honor Officer Roberts, Pinole Middle School Principal Amar Nalic and Assistant Principal Ryan Kolb, along with Pinole Rotary's president, Ivette Ricco. STEWART ELEMENTARY OFFERS DUAL LANGUAGE IMMERSION AND DEAF AND HARD OF HEARING PROGRAMS
Stewart Elementary in Pinole is proud to offer a welcoming, inclusive learning environment where every child can thrive. As the only Spanish Dual Language Immersion (DLI) program in Hercules, Pinole, and El Sobrante, they provide students from Kindergarten through 6th grade the opportunity to become bilingual and biliterate while learning academic subjects in two languages. The Community Warning System (CWS) is the all-hazard public warning notification system for Contra Costa County. CWS alerts you through phone calls, text messages, email, the sounding of sirens, this website, and social media, when a potentially life or health-threatening hazard requires you to take action. You can also receive alerts from the CWS through the City of Pinole mobile app.
PRIDE AND JUNETEENTH CELEBRATION

YOUTH PROGRAMS
The Community Services Department is excited to offer a variety of engaging sports and enrichment programs for youth ages 3–12! Offerings include family yoga, drumming, and soccer providing opportunities to build strength, confidence, creativity, and teamwork. Make this summer unforgettable with fun-filled camps for ages 3–12 in Pinole! Campers will enjoy games, arts and crafts, sports, and exciting outdoor adventures, with each week featuring a unique theme to keep the fun going all summer long. Weekly camps run June 15–August 14 , 9am–4pm at Tiny Tots (2454 Simas Ave ages 3–5.) and Youth Center (635 Tennent Ave ages 6–12.) New this year, families can secure their spot with a $25 per week deposit at registration and pay the remaining balance by the Wednesday prior to camp. FOOD BANK DISTRIBUTION
The Food Bank of Contra Costa and Solano County will be providing free bags of fresh produce, on bag per household. The next drive-thru distribution is Monday, June 8, 2026, from 9-10am (or as long as supplies last) at the Pinole Senior Center. SENIOR FOOD PROGRAM
The Senior Center partners with the Food Bank of Contra Costa and Solano County to offer the Senior Food Program. Low-income senior citizens ages 55+ to receive free groceries, including healthy staples, eggs, cheese, and assorted meats twice a month. The program is available for Pinole senior residents only. This program takes place every second and fourth Tuesday of the month. Individuals interested in the program must complete the Senior Food Program Application. Applications are available at the Senior Center and can also be found on the Pinole Senior Center website: www.pinole.gov/seniors. Please note, the Senior Food Program is switching to the choice method, where you will now need to bring your own bag with you, and you will select the items you want.
