Design Nearing Completion, Construction to Start in 2027

The design phase for the Coxe Avenue Streetscape project is approaching its conclusion. Over the past several months, the project team has been diligently refining the plans to integrate critical stormwater upgrades, utility infrastructure, and multi-modal safety improvements.

Underground survey work continues, and impacts will be communicated accordingly. 

Following design completion, the North Carolina Department of Transportation will review the plans and approve the project before we can proceed with construction. Currently, construction is scheduled to start in 2027. This is a later estimated date than projections previously communicated.

Upcoming: Temporary Construction Easements

As we prepare for the physical transformation of the corridor, the next step is securing temporary easements. These easements will allow the contractor to more safely construct the updated sidewalks, streetscapes, and utility networks while also providing a more seamless transition to the adjoining property.

We will discuss specific details, walk you through the process, and answer any questions you may have about your property line and access. Our top priority is ensuring construction is safe, efficient, and respectful of your daily operations.

Temporary easements are designed to protect your property during construction and ensure that the final, upgraded streetscape seamlessly ties into your storefront or landscape.

Construction Impacts and Community Information

We know that a major infrastructure project brings important questions regarding day-to-day impacts, traffic flow, and business access. To ensure everyone is fully informed and prepared, the project team will conduct thorough pre-construction outreach to stakeholders, including hosting community meetings, where we will outline the phased construction schedule, talk through what the daily work will look like on Coxe Avenue, and discuss how we plan to minimize disruptions. Stay tuned for more information and outreach as the project progresses. 

Key elements of the project include:

  • Pedestrian Safety & Accessibility: Continuous sidewalks, dedicated pedestrian lighting, and high-visibility crosswalks.
  • Infrastructure Upgrades: Full depth road resurfacing, water main replacement and modernized stormwater infrastructure.
  • Elevated Roadway Section: A raised segment of the street spanning from Banks Ave to Buxton Ave.
  • Dedicated Bike Lane: A northbound bike lane.
  • Streetscape Greening: Newly planted trees and ground cover to enhance the corridor.

Community input has been incorporated into the final design through engagement and resulting concepts in the South Slope Vision Plan, feedback from the Coxe Avenue Streetscape Design Open House held in 2025, and various meetings with business and property owners in the district.
