Mike Lamb Appointed as Police Chief 

On February 20, City Manager Debra Campbell announced that Mike Lamb, who was serving as the Interim Police Chief since December, had accepted the permanent position of Police Chief. Chief Lamb has served the Asheville community for more than 26 years. More information about the announcement is available here. 

APD Collaboration with Buncombe County Sherriff's Office

On February 9th, the Asheville Police Department and Buncombe County Sheriff’s Office launched a collaborative effort of joint patrols within downtown. These patrols will continue from 7 p.m. to 3 a.m. on Fridays and Saturdays as part of the Buncombe County Sheriff’s Office Downtown Initiative.

New 24/7 Downtown Public Restroom to be Installed

At the February 13 City Council meeting, council members approved resolutions authorizing staff to move forward with the purchase and installation of a prefabricated restroom outside of the Rankin Avenue garage. The construction of the facility, along with improvements to the Rankin and College public space such as landscaping and area security cameras, create not only additional facilities in downtown Asheville but also an opportunity to enhance the look, function, and safety of the area. 

Parks Department maintenance staff will monitor the restroom and be available to clean 7 days/week during business hours. The initial cleaning frequency will start with 2 cleanings per day and include restocking supplies, cleaning surfaces, trash removal and general maintenance. The frequency of cleaning will be adjusted according to the needs. Responsive cleaning during working hours will be possible. Security will be supplemented with routine checks by the new 24/7 garage security contractor.

Parking Security Enhancements Underway

Contracted services with Walden Security began on February 1 to provide 24/7 security coverage at the City's four downtown parking garages and ten surface parking lots. Parking Services will spend up to $481,834 for the first year of the contract.  

City Parking Services has also completed the installation of 13 security cameras within the Harrah's Cherokee Parking Garage. Staff is continuing to test the camera and software systems, and taking steps to install cameras in the other City parking garages.

City Council Holds Annual Retreat

City Council held their Annual Retreat on February 22 and February 23, 2024. At the Retreat, they updated the City's Strategic Priorities and associated goals for the year ahead. View the agenda here and find the meeting recordings on the City's YouTube Channel. 

Upcoming Coffee with a Cop on March 1

Join the Asheville Police Department for Coffee with a Cop on Friday, March 1 from 10 a.m. - 12 p.m. at Mayfel's (22 College Street). 

Updates on Addressing Homelessness

  • Emily Ball, the City's Homeless Strategy Division Manager, provided updates on the work of the division at the February 8, 2024 Homeless Initiative Advisory Committee (HIAC) meeting. View the agenda here and a recording of the meeting here.  
  • An update on Shelter Strategy will be provided at the upcoming City Council meeting on Feburay 27, 2024 as part of the Manager's Report. Find the full agenda here.

Panhandling Regulations Information

City staff are sharing new guidance to help community members be better informed about the City’s panhandling regulations which were recently clarified. In December, Brad Branham, City Attorney, was interviewed on WRES radio show, What's UP AVL to talk about the updated regulations and guidance. 

The guidelines are now on digital displays in the City’s community centers, and printed brochures are available in the following locations: Fire Station 1, City Hall, Downtown Association brochure rack, and with Buncombe County for distribution in libraries. In addition, the Fire Department’s community responders and APD’s community engagement teams have brochures available to share with community members. 

A large portion of the central business district is in a defined "high traffic zone" where verbal panhandling is prohibited. Find more information about the regulations here and a copy of the brochure here. To receive copies of the brochure, email downtownsafety@ashevillenc.gov.

Community Input Requested for Asheville Fire Department's Strategic Plan

The Asheville Fire Department invites the community to participate in a survey to develop its new strategic plan. The survey will allow the department to collect the community's thoughts, expectations and priorities in order to ensure the plan reflects the diverse needs of it's stakeholders.   • Report non-emergency public safety concerns to APD's non-emergency line, 828-252-1110
  • Anonymously share tips with APD using TIP2APD
  • Submit a trespass letter to APD

Report Issues of Concern

  • Use the Asheville App or contact the City's Constituent Services Coordinator for service requests including litter issues, lighting outages or maintenance needs

Schedule a Security Survey with APD

  • Schedule a security survey by emailing APD's community engagement unit and/or utilize Crime Prevention through Environmental Design strategies

Enhance Security Camera Systems

  • Register and upgrade security camera systems with the Buncombe County Sheriff's Office Real Time Intelligence Center

Organize a Community Clean-Up

  • Register to organize a community clean-up through Asheville Greenworks with support from the City of Asheville.

Support Efforts to Address Homelessness

  • Find support for issues related to homelessness
  • Learn more about homelessness, the City's Homeless Strategy Division and how to join in the community's response to homelessness.
