Welcome to the Virginia Department of Transportation’s (VDOT) public hearing on the Recommended Preferred Alternative for the Bowers Hill Interchange Improvements Study Environmental Impact Statement (EIS). The study is being conducted to comply with the National Environmental Policy Act (NEPA). This public hearing is being held to present the alternatives evaluated in the EIS, recommend a preferred alternative and gather input from the public.

This study evaluates options to improve the Bowers Hill I-664 Interchange in the cities of Chesapeake, Suffolk and Portsmouth. The Bowers Hill Interchange Improvements Study covers the junction of I-664, I-64, I-264, U.S. Route 13, U.S. Route 58, U.S. Route 460 and VA Route 191 (Jolliff Road), as well as seven miles of I-664 to College Drive (exit 8A).
VDOT's Recommended Preferred Alternative is Alternative C, the addition of one managed lane and a part-time drivable shoulder in each direction of I-664, including improvements to the Bowers Hill Interchange and consideration of improvements to other interchanges within the study area. Alternative C best meets the Study's Purpose and Need while balancing costs and impacts. The addition of one managed lane and one part-time drivable shoulder is also consistent with the improvements underway for the Hampton Roads Express Lanes Network.
