SUSTAINABLE TRANSPORTATION and ENERGY PROGRAM
Help communities thrive through transportation investments that promote independence, efficiency, low-cost transportation, and a healthy environment.
The newly formed Sustainable Transportation and Energy Program (STEP) is a multimodal transportation program administered by the Alaska DOT&PF. The term sustainable transportation can be broadly defined as transportation that meets the needs of the present without compromising the ability of future generations to meet their own needs. Developing sustainable transportation infrastructure involves a multi-modal lifecycle approach that considers environmental quality, economic development, and social equity. In other words, for projects to be sustainable, they need to be viable, equitable, and bearable. Projects completed under STEP do what is possible to:
- offer choices of affordable transportation and support a competitive economy; and
- limit air, water, and noise emissions, waste, and resource use; and
- promote equity within and between successive generations.
DOT&PF will create thriving energy-independent healthy communities by strengthening energy security; expanding the economy; providing mobility to disadvantaged people; fostering a healthy environment; improving public health; and enabling Alaskans to spend less at the pump. STEP project selection criteria are currently being developed. Criteria will focus on the Bipartisan Infrastructure Law funding targets pertaining to safety, state of good repair, economic vitality, resiliency, and sustainability. STEP projects will be funded through several federal programs, including the Carbon Reduction Program, National Electric Vehicle Infrastructure (NEVI) Formula Program, the Low-No Emission Vehicle Program, and other discretionary grant programs.
