Old Glenn Pathway Phase II
PROJECT SCOPE:
The purpose of this project is to extend the existing pedestrian/bike pathway along the west side of the Old Glenn Highway from Plumley Road south toward the Knik River Public Use Area (KRPUA). The existing pathway connects Palmer to the Butte community and ends at Sodak Circle. The constructed project includes a 10-foot wide paved pathway, increased roadside clear zone, and improved roadside ditches with increased capacity.
Right-of-way acquisition continues toward the Knik River.
BENEFITS:
The project will increase safety for vehicles, pedestrians and bicycles, providing a connection from Palmer toward the KRPUA.
It will also improve drainage and snow storage capacity along the highway.
STATUS:
Phase I:
Construction from Plumley Road to Sodak Circle began in summer of 2016 and is complete.
Phase II:
Preliminary design is at 75% with right-of-way needs and utility conflicts identified.
Acquisition of Phase II right-of-way is anticipated to occur winter of 2020/21 utilizing the balance of existing funds.

PROJECT FUNDING:
The project was funded through a combination of Mat-Su Borough general obligation bonds and a matching State grant.
Funding for the construction of Phase 2 is currently being pursued.
PROJECT COSTS:
The projected cost estimate for construction of Phase II: Sodak Cir. to Knik River is estimated at $1,600,000.
