How does the plan address Storm water problems/damage after the sale/completion of new construction/renovations for residential neighborhoods and for commercial development?

How will the plan address debris pollution in receiving waters? See click fix has not been effective at tire removal from rivers and creeks. Illicit discharges are only investigated when actively reported through the right email. Can you publicly share the annual evaluation? This plan does not appear to address redevelopment of lots less than one acre. In my hilly neighborhood, individual houses are being demolished and replaced with large multimillion dollar structures. Typically, the lots are cleared of all structures and trees. After hard rains, streets are inundated with muddy water and mud washes directly into storm drains and tributaries of Crabtree Creek. Runoff barriers have no impact. On a lot uphill from my residence, the lot was regraded to concentrate all runoff into one channel which then washed across my backyard, ruining my lawn with mud. This happened on several occasions. Prior to construction, runoff occurred over a wide area and was slowed and absorbed. Conversations with the contractor and city inspectors afforded no relief. Regulation of run off in this situation was either inadequate and/or not enforced. I have photos if desired. There should be better regulation in older neighborhoods in which individual lots are being redeveloped as the cumulative effect is significant and at least some contractors do not appear concerned.

This plan should address post construction run off controls for residential lots smaller than 1 acre. We in older neighborhoods inside the city with small lots experience significant damage and issues when homes are demolished, regraded, new homes built and then after construction/sale the issues are significant with no recourse to resolving the issue.

Post construction run-off controls for under 1 acre residential lots are not addressed. I have and many neighbors and friends have substantial on-going damage and issues from construction created run-off after construction has been completed... and NO RECOURSE for mitigation or stopping it... continuing damage to our properties.

Remedies for long term issues/damages to existing home owners/ property owners from stormwater run off damage/problem creation from new construction After the Sale of the home... is a BIG problem in my neighborhood and surrounding neighborhoods with no remedy to the home owners that are damaged after the sale of the residence/commercial building.

How does this plan address re-establishment/protect areas of natural water abatement/ wetlands when new development creates increased run off by changing/regrading of topography?
