The Resort Area Mobility Plan, or RAMP, will outline new and exciting ways for people to travel to and within the Virginia Beach resort area. The RAMP will serve as a guidebook for a modern, flexible, and multimodal transportation network that is safe, user-friendly, and efficient. It is intended to better satisfy the needs of people and businesses to improve quality of life through quality transportation choices and reduce dependency on vehicles.
The mobility plan is different from other transportation plans. It will show how transportation policy and investments can advance broader community initiatives outlined in the Resort Area Strategic Action Plan 2030 (RASAP) and other plans. The RAMP addresses all types of transportation and strives to achieve more balance by improving the quality of each transportation mode. Developing it is a key recommendation of the adopted RASAP.
COVID-19 impacted almost everything this past year, including the transportation choices offered this past summer season. As you answer the following questions, please think about your typical mobility experience in the resort area before 2020. Additionally, we recognize that the transportation and parking system experiences constraint during holiday weekends and large special events. Please answer the questions based on your experience during a “typical” summer day in the resort area unless the question otherwise specifies.
The RAMP study area stretches from Birdneck Road to the oceanfront and from General Booth Boulevard at the Virginia Aquarium & Marine Science Center north to 42nd Street.
This survey will be open through February 15, 2021.

Hampton Roads Transit and the City offer the VB Wave trolley and Bayfront shuttle to get around the Virginia Beach Oceanfront and Rudee Inlet as well as to reach the Virginia Aquarium & Marine Science Center, Shore Drive & First Landing State Park, and campgrounds.
