What is the Skyway $5 Million Fund for Affordable Housing?
Building on years of organizing, Skyway advocates were successful in securing $5 million dollars set aside in King County’s 2021/2022 Housing and Community Development Budget for affordable housing in the Skyway-West Hill community.

The funds are intended to support community-driven affordable housing projects that align with the Skyway-West Hill and North Highline Anti-displacement Strategies Report recommendations. The County will work closely with Skyway-West Hill residents to develop an equitable procurement process, including establishing a Community Advisory Committee to develop the Request for Proposals for the fund.

Has the Skyway $5M Fund for Affordable Housing Request for Proposals (RFP) been developed and released?
The Skyway $5M Fund for Affordable Housing RFP is currently being developed and has not yet been released. The RFP is being co-developed by a Community Advisory Committee made up of Skyway-West Hill community members who are rooted in communities most impacted by displacement. The County anticipates releasing the Skyway Fund for Affordable Housing Fund RFP in January 2022.

In preparation for the RFP, the County has developed some guiding priorities for the fund based on direct input from the community.

What is the Skyway $5M Fund for Affordable Housing pre-application process and who is eligible?
In April 2021, DCHS announced an invitation for affordable housing projects in Skyway-West Hill to have a pre-application meeting with DCHS staff. Projects can be at any stage in the development process, including projects that are seeking a site, as long as the project will be located in Skyway.

The goal of the pre-application meetings is learn about the variety of affordable housing projects that exist in Skyway-West Hill and their funding needs to inform the development of the Skyway $5M Fund for Affordable Housing RFP.

Based on community feedback we received, pre-application meetings are now optional and will not be a requirement to submit a Skyway $5M Fund for Affordable Housing Application. Please note that pre-application meetings are still required to apply to DCHS's Housing Finance Program.

What is the purpose of the optional Skyway $5M Fund for Affordable Housing pre-application meeting?
The purpose of the optional pre-application meeting is to have a very introductory conversation with DCHS staff to share the following:

  • What is your affordable housing project? Who are you trying to serve?
  • What stage of development is your project in? (projects at all stages are welcome to meet with us)
  • How has the Skyway community been involved?

DCHS staff will answer questions and provide information about the Skyway $5M Fund for Affordable Housing and the anticipated schedule. If your project is at the stage in which you are seeking permanent financing, DCHS staff can also discuss the County’s Housing Finance Program (HFP) and provide you with information about that next HFP funding round.

Community members shared ideas and feedback to help shape how King County invests in affordable housing in Skyway-West Hill!

August 2021 -- Establish Community Advisory Committee

In August, eight applicants were selected to serve on a Community Advisory Committee. The CAC will work with DCHS staff to design and develop the Request for Proposals (RFP) including the specific criteria, the guidelines for the fund, and the application questions and evaluation rubric.

July 24, 2021 -- 1st Community Conversation

King County's Department of Community & Human Services and representatives of the Skyway Coalition hosted a virtual community conversation about the Skyway $5 Million Fund for Affordable Housing on Saturday, July 24th from 1:00pm-3:30pm. This meeting was a space for the County to share information about the Skyway $5M Fund for Affordable Housing with the broader Skyway community and gather input on the fund's potential uses and priorities, as well as discuss ideas for implementing a community-driven procurement process.
