About the What If Survey

This survey is designed to help local leaders imagine how changes in technology, the economy, environment, and communities could shape our future and the ways we get around.

We are very concerned with how these “drivers of change” might affect:

  • Communities with less access to transportation, housing, and job opportunities
  • People and businesses that might be affected more by flooding, heat, and storms.

Right now, we are exploring different possible futures so we can all better understand the challenges and opportunities ahead.

What we learn will help guide important transportation decisions like where to invest and what policies we create.

What is Scenario Planning?

We are using scenario planning to explore various possible futures and how these futures could impact the Baltimore region.

What is the purpose of the project?

We will use project results to help us develop transportation plans. Every 4 years, we create a long-range plan for transportation that covers the next 25 years. This project will help us develop goals, strategies, and policies for the long-range plan. Results will also help us to prioritize potential projects to include in the plan.

How will you use my survey responses?

We will use survey responses to develop possible futures, or scenarios, for this project. Responses will also help us define our goals for the project. For example, one goal could be to improve access to jobs in the region.

This project is a joint effort between the Baltimore Metropolitan Council (BMC) and Baltimore Regional Transportation Board (BRTB). We are working to build a better Baltimore region, together.
