What is resilience

Resilience 2050: Adapting to the Challenges of Tomorrow will document our region's transportation vision for the coming decades. Over this time period, the Baltimore region will face a multitude of challenges and opportunities, including changing demographic and travel patterns, climate change, shifting budgets, and rapid technological change.

Understanding the impact of these issues will help the BRTB to shape the transportation system to be resilient in dealing with the challenges of tomorrow.

Goals and Strategies

Goals and strategies form the transportation vision for the region. The BRTB held a public comment period for the goals and strategies in Fall 2021. BMC staff revised the goals and strategies based on the 165+ comments received. The BRTB adopted the revised goals and strategies in November 2021.

Project Scoring Methodology

Candidate projects are scored on policy and technical criteria. BRTB members contribute the policy part of the score while BMC staff conduct analysis for the technical part of the score. BMC staff reviewed and updated the technical project scoring methodology in Fall 2021. The BRTB adopted the updated project scoring methodology in November 2021.

Socioeconomic Forecasts

Planning a transportation system for future generations requires a forecast of what the Baltimore region may look like in the future. Local members develop forecasts of population, household, and employment levels through 2050 for use in Resilience 2050. The Technical Committee reviews this forecast followed by a BRTB vote on adoption. The BRTB adopted updated socioeconomic forecasts for population, households, and employment in July 2022

Project Scoring

BMC staff score candidate projects based on their anticipated impacts on safety, accessibility, complete streets, mobility, environmental conservation, security, and economic prosperity

Financial Forecast

Resilience 2050 can only include projects that the region can afford to implement based on anticipated revenues. MDOT develops revenue forecasts through 2050 for use in Resilience 2050. The Technical Committee reviews the forecast followed by a BRTB vote on adoption. Read more in the financial forecast white paper

Preferred Alternative

BMC staff develop a list of selected projects, known as the preferred alternative, based on project scores and available revenue. The Technical Committee and BRTB select the final preferred alternative.

Effects of Programs and Projects

BMC staff analyze the anticipated effects of the preferred alternative. This includes:

  • Air quality modeling to ensure that the estimated emissions resulting from projects in Resilience 2050 are within emissions limits set by the state of Maryland
  • Travel demand modeling to study the predicted impact on transportation measures such as miles traveled, congestion, and the share of persons using various modes such as transit
  • Environmental Justice analysis to analyze the anticipated benefits and burdens of projects in Resilience 2050 on low-income and minority populations
  • Natural and cultural resources analysis to map the locations of projects relative to environmental resources and to identify potential mitigation activities

Resilience 2050: Draft

The BRTB holds a public review for the draft of Resilience 2050, including a public meeting in each jurisdiction in the Baltimore region. BMC staff review comments followed by a response from the BRTB.
