South Cooper Street Corridor Survey 3
The City of Arlington is conducting a study of South Cooper Street, a busy road essential to economic activity in Arlington. The City is studying the existing conditions, opportunities, and needs of the corridor to create a vision to ensure the future success of South Cooper Street.
This website is designed to support the community engagement process for this project.
The third public input opportunity for the project is February 9 - March 2, 2021. Please review the following information and provide us with your thoughts and input for the following questions.
Zone 1
The following map shows Zone 1 within the South Cooper Street Corridor:
Based on input received on the previous public surveys, the project team has developed four recommendations for Zone 1 (between UTA Boulevard & Arkansas Lane). These are:
- Reimagine Matlock: Redesign the Matlock intersection for safety and efficiency and better position the area for commercial development.
- Explore additional housing options: Allow for a range of different housing types to be developed to accommodate market and community housing demands.
- Enhance pedestrian safety and comfort: Improve street-level safety at specific locations to create a safer pedestrian environment.
- Establish a community-led Public Arts Program to beautify the zone: Create partnerships with local schools, businesses, UTA, and art organizations to establish community-led placemaking strategies.
Zone 2
The following map shows Zone 2 within the South Cooper Street Corridor:
Based on input received on the previous public surveys, the project team has developed four recommendations for Zone 2 (between Arkansas Lane & Arbrook Boulevard). These are:
- Develop a “Business Innovation District” strategy: Establish a strategy to encourage medical uses and partner with UTA to incorporate research and development activities for the area between Cooper Street, Arkansas Lane, and Medlin Road.
- Explore additional housing options: Allow for a range of different housing types to be developed to accommodate market and community housing demands.
- Establish a well-connected street grid: Create a finer-grained, pedestrian friendly, well-connected street grid in the area as redevelopment occurs.
- Improve the efficiency of access to work for day laborers in the corridor: Develop a Day Laborer program to provide formal mechanism for individuals to find work.
Zone 3
The following map shows Zone 3 within the South Cooper Street Corridor:
Based on input received on the previous public surveys, the project team has developed four recommendations for Zone 3 (Arbrook Boulevard & Bardin Road). These are:
- Reinforce the Parks Mall as a regional destination: Consider policies that allow the Parks Mall to adapt and improve over time despite shifting retail trends and tenant transition.
- Improve pedestrian connectivity between area developments and storefronts: Focus on adding pedestrian connections between shops, businesses, and amenities throughout Zone 3.
- Improve pedestrian safety around IH-20 and S Cooper Street interchange.
- Develop a strategy for taking advantage of the potential increase in e-commerce related uses in the area: Take proactive steps to prepare the area for digital transformation in retail.
Entire Corridor
The following map shows the South Cooper Street Corridor:
Based on input received on the previous public surveys, the project team has developed five Corridor-wide recommendations. These are:
- Encourage green infrastructure development to decrease impervious cover: Consider zoning and fee incentives for developers who pursue building density, green spaces and pervious surfaces, and off-site water retention.
- Seek drainage improvements for Johnson Creek: Improve stormwater management and ensure new development has minimal impact on downstream areas.
- Serve the Cooper Street Corridor area with increased connections to hike and bike facilities: Implement projects from the 2011 Hike & Bike Trail System Master Plan that fall within the study area.
- Establish Cooper Street as Arlington’s innovative mobility corridor: Improve mobility for residents, businesses, and shoppers by optimizing traffic movement and introducing emerging traffic and mobility solutions.
- Develop design, aesthetic, and visual enhancements for the corridor: Develop a cohesive and comprehensive set of design standards for both the public and private realm within the corridor.
