Background

The Long Range Transportation Plan (LRTP) 2050 is a living, ongoing planning effort developed through collaboration among GTC staff, partner agencies, state and federal agencies, and the public. It works alongside other key planning documents, such as the Unified Planning Work Program (UPWP) and Transportation Improvement Program (TIP), to guide transportation investment decisions across the nine-county region.

Public engagement for the development of LRTP 2050 began in Summer 2025 with a series of Transportation Listening Sessions throughout the region. It included in person meetings in Rochester, Batavia, Canandaigua, Geneseo and Penn Yan, plus virtual listening sessions and surveys.

Draft Recommendations

sample image of pages 4 and 5 of draft recommendations. Together, these recommendations provide a framework for addressing key challenges facing the region’s transportation system.

The recommendations are organized into five categories aligned with GTC goals and federally required planning factors, focusing on safety, access and mobility, system management, resilience, and economic vitality. Each recommendation includes a brief description, its importance, potential partners, and an anticipated timeframe for implementation, with actions advancing in phases as funding allows rather than identifying specific transportation projects.
