2023 Reconnecting Communities and Neighborhoods (RCN) Planning Grant for Neighborhood Access and Equity (NAE):

This project will facilitate the implementation of statewide data collection, management, and coordination that results in a greater ability to deliver safety and equitable project development. The project will include application to Western Alaska which was impacted by recent and long-running disasters and where transportation infrastructure must be strategically re-developed and deployed to ensure community connectivity and responsiveness to climate considerations, including extreme weather. At the same time, the region is expected to see multiple federal investments in water and sewer, broadband, clean energy, and transportation, which will rely on a data-driven approach to be successfully implemented and where, if those projects are bundled in their delivery utilizing that data, they may alleviate the burden of an uncoordinated and ad-hoc approach by inter-agency activities
Reconnecting Communities and Neighborhoods (RCN)Grant Program
The Office of the Secretary of Transportation (OST) has released a joint Notice of Funding Opportunity (NOFO) for the Reconnecting Communities Pilot (RCP) and Neighborhood Access and Equity (NAE) programs, which will combine two major discretionary grants into one NOFO. Together, this combined program will be known as the Reconnecting Communities and Neighborhoods (RCN) Program. While they remain separate programs for the purposes of award, the programs share many common characteristics, including:
- Prioritizing disadvantaged communities;
- Aiming to improve access to daily needs such as jobs, education, healthcare, food, and recreation;
- Fostering equitable development and restoration;
- Reconnecting communities by removing, retrofitting, or mitigating highways or other transportation facilities that create barriers to community connectivity, including to mobility, access, or economic development.
