The goal of this project is to develop flood resilience alternatives and preliminary design of a preferred concept for the Collins Cove Park neighborhood. This project builds on the MVP Action Grant-funded Collins Cove to Willows Resilience Study (CC2W) that the City of Salem completed in 2023, where this neighborhood was identified and prioritized for the development of resilience strategies to address inland and coastal flooding.
The objectives of this project include:
Assess the project area’s vulnerability to coastal and stormwater flooding through data collection via site walks, topographic survey, and desktop data (LiDAR)
Refine existing hydrologic and hydraulic (H&H) model from CC2W to evaluate specific flood mitigation alternatives for the Collins Cove Park neighborhood
Engage the community to learn more about residents' experiences and concerns with flooding through site walks and surveys and collect feedback on concept-level alternative designs
Develop a preliminary design of a preferred alternative
Prepare a final report that summarizes project findings that can serve as a comprehensive resource for the City and stakeholders

Collins Cove Park Neighborhood Second Public Meeting (Hybrid)
Join us for a public meeting about the Collins Cove Park Neighborhood Resilience project. You’ll hear from the City of Salem’s Sustainability Department, Salem Sound Coastwatch, and AECOM, the environmental engineering consultant, on the project’s progress. AECOM will share the results of their stormwater and coastal flood impact model, which was informed by neighborhood residents’ input and experiences with flooding. They’ll also share preliminary strategies to address the flooding the neighborhood is experiencing. This meeting will have Spanish interpretation available and is being offered in a hybrid format, with the option to attend in person at the Carlton School or via Zoom.
