The Autonomous Driving Work Group was created by 2025 Va. Acts ch. 498 (HB2627, Del. Glass), which charged the Secretary of Transportation with convening a work group that includes 5 House members, appointed by the Chair of the House Transportation Committee; 3 Senate members, appointed by the Chair of the Senate Transportation Committee; representatives from the Virginia Department of Transportation (VDOT), the Department of Motor Vehicles (DMV) and the Virginia State Police (VSP); and any other stakeholders deemed necessary.
The work group is to identify operational, technical and legal issues presented by the operation of autonomous driving systems in the Commonwealth for the purpose of developing draft legislation addressing governance of such systems in the Commonwealth. The work group shall take into consideration developments in the regulation of autonomous driving systems at the federal level and in other states, as well as recommendations by the American Association of Motor Vehicle Administrators and the American Association of State Highway and Transportation Officials relating to such systems.
Legislation this year (2026 Va. Acts ch. 738 (HB1124, Del. Clark)) expanded the workgroup's scope, by directing it to conduct an assessment of the labor and workforce impacts created by autonomous vehicles, including an overview of job losses and gains, and provided for identifying and including stakeholders and representatives from the auto manufacturing industry and labor representatives from the passenger and product carrier business.
The work group’s report is due November 1, 2026, and will be published on Reports to the General Assembly.
