Background

About the Draft Housing Action Plan (HAP)

Having a plan to call home is an important part of building a life in Larimer County. As housing costs rise faster than wages, finding an affordable home has become harder for many.

The Housing Action Plan (HAP) provides a path toward more housing choices and greater stability for people who live and work here. It focuses on expanding affordable housing, preserving existing homes, and helping residents stay housed. The plan was created to address local needs and meet the requirements of Colorado Senate Bill 24-174. This legislation requires jurisdictions with more than 5,000 residents to complete a Housing Needs Assessment (HNA) and Housing Action Plan (HAP). The bill was created to establish housing affordability as a statewide priority and ensure strategies to address this need are coordinated across the state.

Larimer County and each municipality within it will adopt a separate Housing Action Plan, using the same regional housing data to coordinate their efforts.

How the Plan was Developed

The plan draws on three sources:

  • Needs Analysis: The plan is built upon the Regional Housing Needs Assessment (RHNA). Root Policy Research conducted this assessment in partnership with the City of Fort Collins and the City of Loveland. The RHNA quantified our regional housing gaps. The full report and dashboard can be found on our website: https://www.larimer.gov/housing/partners/housing-assessment

  • Community Feedback: Extensive public outreach shaped this strategy. This included 1,146 resident surveys and 43 employer surveys. We also hosted four targeted resident focus groups and held community meetings in Fort Collins, Loveland, and Red Feather Lakes.

  • Larimer County Board of County Commissioners Direction: The plan was refined through two dedicated work sessions with the Board of County Commissioners. These sessions integrated leadership's strategic direction and prioritized key initiatives.

Frequently Asked Questions

The plan focuses on four core outcomes:

  • Increasing affordable housing supply by 3% annually to align with Proposition 123.
  • Preserving existing housing that serves low- and moderate-income households.
  • Expanding housing stabilization efforts to prevent evictions.
  • Increasing the supply of diverse housing options in both product type and price.

Yes. The HAP utilizes Dynamic Prioritization. This framework allows for year-to-year adjustments. The county can maintain its overarching goals while remaining flexible. This ensures we align with current market realities and funding availability.

Success will be monitored over the 6-year cycle. We will provide annual reporting and updates to the BOCC. Progress will be actively tracked via a county data dashboard. Additionally, a comprehensive 3-year benchmarking evaluation will occur halfway through the strategy's timeline.

The public comment period is open from November 3 through December 3.
