Williamsburg Comprehensive Plan Update
Williamsburg Comprehensive Plan Update
We are updating our Comprehensive Plan for the City of Williamsburg's future, shaped by the people living here today.
What Is a Comprehensive Plan?
A comprehensive plan is a community's guide to its own future. It shapes how Williamsburg grows, where new housing and businesses take root, how people move around the city, and how the built and natural environment work together over the next 20 years. As such, the Comprehensive Plan establishes the city's land use policy and provides the foundation for zoning regulations and subdivision laws, guiding decisions on land use, infrastructure investment, and the provision of public services. The plan is developed through collaborative engagement that invites public participation and input. Most importantly, it's built by the people who live, work, study, and visit our city.
What We'll Cover

- Transportation and Mobility
- Economic Development
- Public Space and Infrastructure
- Land Use Policy

Why Now?
Under the Code of Virginia, all localities in the Commonwealth must adopt a Comprehensive Plan and review it at least once every five years. The City’s current Comprehensive Plan was adopted on September 9, 2021. In May 2026, the City launched the Comprehensive Plan Update, hiring the nationally recognized design and planning firm WRT along with subconsultants Kimley-Horn, JS&A, and U3 Advisors to support the planning process. The Comprehensive Plan Update process is expected to take 18 to 24 months and will have public participation opportunities at every stage.
