The open comment period will be between August 10, 2026, and September 8, 2026. Only comments submitted during the official comment period will be included as part of the final environmental document. Any comments submitted as part of another phase of this project or outside of the official public comment period will not be included in the final environmental document.

Overview:
Caltrans has prepared this Draft Environmental Document, which examines the potential environmental impacts of alternatives being considered for the proposed project. The document explains why the project is being proposed, the alternatives being considered for the project, the existing environment that could be affected by the project, potential impacts of each of the alternatives, and proposed avoidance and minimization measures.
Caltrans invites you to view the draft environmental document and submit a comment. Documents are located in the right sidebar. To comment, click the blue "Continue" button at the bottom of this page or the "Participate" tab at the top of this page.

What happens next:
After comments are received from the public and the reviewing agencies, Caltrans may: 1) give environmental approval to the proposed project, 2) do additional environmental studies, or 3) abandon the project. If the project is given environmental approval and funding is appropriated, Caltrans could design and construct all or part of the project.
