'This STARS (Strategically Targeted Affordable Roadway Solutions) study will assess operational and safety conditions for the intersection of Power Plant Parkway and Briarfield Road/ W Queen Street in the city of Hampton.Power Plant Parkway serves as an important north-south connector to Interstate 664 (I-664). The Annual Average Daily Traffic (AADT) count for Power Plant Parkway varies from approximately 12,000 vehicles-per-day (vpd) south of Briarfield Road to approximately 20,000 vpd north of Briarfield Road. Briarfield Road / W Queen Street carries approximately 9,400 vpd.
This is a planning level study that will consider and develop potential safety and operational improvements for the signalized intersection of Power Plant Parkway and Briarfield Road/ W Queen Street. The proposed roadway modifications in this survey are not final and have not received funding for construction. Construction costs are represented relatively at a planning level on a scale from 1 to 5, with 1 (shown as ‘$’) indicating a low cost and 5 (shown as ‘$$$$$’) indicating a high cost.
