TCEP Cycle 5 Zero-Emission Vehicle (ZEV) Infrastructure Call for Concepts
The purpose of the Trade Corridor Enhancement Program (TCEP) is to provide funding for infrastructure improvements on federally designated Trade Corridors of National and Regional Significance, on California's portion of the National Highway Freight Network, as identified in California Freight Mobility Plan, and along other corridors that have a high volume of freight movement. TCEP is administered by the California Transportation Commission (CTC) and Caltrans develops project proposals for review by the CTC.
Caltrans is preparing to release a call for project concepts for TCEP Cycle 5 related to infrastructure for zero-emission medium- and heavy-duty vehicles. Ahead of this release, Caltrans seeks input from potential applicants and the public on the structure of the call for concepts and will host a virtual public workshop to gather input.
About
Executive Order N‑27‑25 sets ambitious goals for zero‑emission transportation. The Trade Corridor Enhancement Program (TCEP) aligns with statewide policies to ensure projects advance climate and equity priorities. Under TCEP, Caltrans identifies and nominates projects for review and selection by the California Transportation Commission (CTC).
Nine Caltrans projects supporting zero-emission truck charging and hydrogen fueling infrastructure have been awarded by the CTC under Cycle 3 and Cycle 4 of TCEP.
Applicants will submit a range of application materials, including project descriptions, cost estimates, and supporting documentation. In this workshop, stakeholders will have an opportunity to provide feedback on Caltrans' application requirements and evaluation criteria.
