Modular Roundabout at Celebrate Virginia & Banks Ford Parkways
Project Overview
This proposed Virginia Department of Transportation (VDOT) project, funded by Stafford County, would install a modular roundabout at the intersection of Banks Ford Parkway and Celebrate Virginia Parkway in Stafford.
Modular roundabouts are prefabricated units made from recycled material that make installation easy and quick. VDOT crews are able to bolt down pieces over a period of weeks for each roundabout when compared to a lengthier timeline for typical roundabout construction. They are also a lower-cost alternative compared with traditional roundabout construction.
New pavement markings and posted signs also direct traffic through the roundabout.

Design Public Hearing: November 6, 2023
Stop by the in-person design public hearing between 5:30-7:30 p.m. on Monday, November 6, 2023, to review proposed project plans and materials, ask questions, and offer comment.
A brief presentation will be delivered at 5:45 p.m.
VDOT representatives will be present to answer questions about the project in an open house format between 5:30-7:30 p.m.

Give your comments at the hearing or submit them by November 16, 2023, to Mr. Richard Spurlock, VDOT Project Manager, 87 Deacon Road, Fredericksburg, VA 22405. Comments may also be submitted through the online comment form on this page or emailed to fred.comments@vdot.virginia.gov. Please reference “Celebrate Virginia Parkway and Banks Ford Parkway PH Comment” in the email subject line.
The inclement weather date for the public hearing is Monday, November 13, 2023. If the hearing on November 6 is canceled for inclement weather, the hearing will be rescheduled for this date and will be held at the same time and in the same location.
Project Benefits
- Reduces the risk of crashes, especially angle crashes. Angle crashes often occur between vehicles traveling straight through an intersection and vehicles making a turn, when the front of a vehicle collides at a right angle with the side of a vehicle.
- Rapid installation at a lower cost than a traditional roundabout

- $700,000 in locality funds
